JUST IN - United Nations Secretary-General António Guterres has appointed Elizabeth Maruma Mrema of Tanzania as Executive Secretary of the U.N. Convention on Biological Diversity (CBD), which is based in Montreal, Quebec, Canada.

United Nations Secretary-General António Guterres, following consultation with the Bureau of the Conference of the Parties to the Convention on Biological Diversity (CBD), announced today the appointment of Elizabeth Maruma Mrema of Tanzania as Executive Secretary of the Secretariat of the Convention on Biological Diversity.

Since December 2019, Ms. Mrema has been the Acting Executive Secretary of the CBD Secretariat. Prior to that, Ms. Mrema served as Director of the Law Division at the United Nations Environment Programme (UNEP) in Nairobi, Kenya. With over two decades of experience at the United Nations, Ms. Mrema brings to the position extensive experience in global environmental law and policymaking, implementation of environmental and sustainable development programmes, and a deep knowledge of multilateral processes.

From 2009 to 2012, she served as the Executive Secretary of the UNEP/Secretariat of the Convention on the Conservation of Migratory Species of Wild Animals as well as served as the Acting Executive Secretary of the UNEP/ASCOBANS (Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas) as well as Interim Executive Secretary of the UNEP/Gorilla Agreement, all based in Bonn, Germany.

Before joining UNEP, Ms Mrema worked with the United Republic of Tanzania’s Ministry of Foreign Affairs and International Cooperation. During her time with the Ministry, she also lectured in Public International Law and Conference Diplomacy at Tanzania's Centre for Foreign Relations and Diplomacy.

Ms. Mrema holds a Master of Law degree from Dalhousie University, Halifax, Canada, a Postgraduate Diploma in International Relations and Diplomacy from the Centre of Foreign Relations and Diplomacy in Dar-es-Salaam, Tanzania, and a Bachelor of Law from the University of Dar-es-Salaam, Tanzania.

Huyu Mama alikua anakaimu nafasi hii toka mwaka jana 2019 na sasa ni Katibu Mkuu Mtendaji wa CBD.

Tanzania ni mwanachama wa CBD na kila mwisho wa mwaka (December) mkutano mkuu wa Umoja wa mataifa huketi pamoja na mambo mengine hupeleka ripoti mbalimbali kutoka kwa nchi wanachama na Tanzania pia hupeleka ripoti yake kwenye chombo hiki pia.

Ni hivi, Tanzania huwa ni kinara sana kwenye ngazi mbalimbali za Kimataifa. Hivi sasa Mtanzania mwenzetu ni Mwenyekiti wa SBSTA wa UNFCCC anaitwa Richard Muyungi. UNFCCC sekretatiat yake ipo Ujerumani. Pia ni mjumbe wa Bodi ya mfuko wa Kijani - Green Climate Fund (GCF) akiwakilisha nchi kusini mwa bara la Afrika yenye makao makuu yake South Korea.

Kuna Mtanzania mwingine ni Mwenyekiti wa mfuko wa kukabiliana na mabadiliko ya tabia nchi (Adaptation Fund under the UNFCCC) anaitwa Fred Manyika ambae ni Afisa katika ofisi ya Makamu wa Rais (Mazingira).

Wapo wengi. Nikipata wasaa mzuri nitaelezea haya kwa undani zaidi.
 
Mafanikio ya Mtanzania Mwenzangu ni Mafanikio yangu pia. Nimtakie kazi njema na aipeperushe Vema Bendera ya Tanzania huko UN ili kufungua njia kwa Watanzania wengine, naamini atafuata nyayo za Akina Mama Tibaijuka na Mama Migiro. Tanzania kwanza ubinafsi baadae.
 
Wiki iliyopita ilisemekana mtu kuchaguliwa kufanya kazi kwenye mashirika ya kimataifa kama UN, WHO, WB etc..wanakuwa wanatumiwa na Mabeberu.

Nasubiri kauli ya mkuu akisema na huyu alikuwa anatumika na mabeberu.

Katibu Mkuu wa Umoja wa Mataifa António Guterres ametangaza uteuzi wa Elizabeth Maruma Mrema wa Tanzania kama Katibu Mkuu Mtendaji wa Sekretarieti inayosimamia Mkataba wa kimataifa wa Umoja wa Mataifa wa tofauti za kibiolojia (CBD) yenye makao yake makuu Monteal, Canada kuanzia Juni 8, mwaka huu.

Tangu Desemba 2019, Bi. Mrema aliteuliwa kuwa Kaimu Katibu Mtendaji wa Sekretarieti ya CBD.

Kabla ya kuteuliwa kwake, Bi Mrema alikuwa Mkurugenzi wa Kitengo cha Sheria katika Makao makuu ya UNEP jijini Nairobi, Kenya ambapo amefanya kazi kwa zaidi ya miongo miwili.

Majukumu yake katika Idara ya Sheria ya UNEP ni pamoja na uratibu wa ujenzi wa uwezo, maendeleo, utekelezaji na pia kufuatilia utekelezaji wa sheria za mazingira na mikutano ya kimataifa ya mazingira. Pia aliongoza masuala yanayohusiana na utawala wa kimataifa wa mazingira.

Bi Mrema ni Mwanasheria kitaaluma na Mwanadiplomasia akiwa na Shahada ya Sheria (LLB) (Hons) kutoka Chuo Kikuu cha Dar-es-salaam, Shahada ya Uzamili (LLM) kutoka Chuo Kikuu cha Dalhousie, Canada na Stashahada ya Juu katika masuala ya Uhusiano wa Kimataifa na diplomasia (Summa Cum Laude) kutoka Kituo cha Mahusiano ya Kigeni na Diplomasia jijini Dar-es-salaam.

Aidha, Bi Mrema amechapisha nakala kadhaa zinazohusiana na sheria za kimataifa za mazingira, ufuatiliaji na utekelezaji wa mikataba na maendeleo ikiwemo makubaliano kadhaa ya mazungumzo kuhusu hali mazingira ya kimataifa pamoja na miongozo inayotumika sasa na UNEP katika mipango yake ya kujengeana uwezo.

Kabla ya kujiunga na Kitengo cha Sheria cha UNEP mnamo Juni 2014, Bi Mrema alikuwa Mkurugenzi Msaidizi wa Idara ya Mazingira, anayesimamia uratibu, shughuli na utoaji wa programu kuanzia mwaka 2012 na kwa mwaka mmoja, pia aliwahi kuwa Kaimu Mkurugenzi wa Idara hiyo.

Mnamo mwaka 2004 alipewa tuzo ya Meneja wa UNEP bora zaidi wa mwaka kuwahi kutokea, aliyotambulika kama Tuzo ya Wafanyikazi ya UNEP Baobab kwa utendaji bora na kujitolea kufikia malengo ya UNEP.
