Thank God Kibaki helped unleash this fine monster of "having vision" and a culture of planning with better accountability (still not a perfect system though) cuz the Moi era was unplanned ,chaotic and more politically driven patchwork of "development"
 
A very nice thread. Diffusion of authority has really dissolved marginalization.
Just balancing economic development.
