During the presidential campaigns the rift valley was turned to a battle ground against PM Raila Odinga.
Alot of lies and propagandas were told against Raila Odinga.

Top in the list was:

1) Raila Odinga took Ruto to the Hague.
2) Raila Odinga ordered for eviction of the kalenjins from the Mau forest.
As the ICC process draws nearer to the end in Ruto Sang case the truth is slowly unfolding.

The Kalenjin voters were shocked to realize that :

1) No Luo witness against Ruto so far, its only kikuyus.
2) It was never Raila Odinga who fixed Ruto but Kibaki/Uhuru’s men who are currently serving in Kenyatta’s right hand.


The Kalenjin are now demanding for answers from elected leaders.

They have further sensed danger after:

1) Reports that Ruto’s budget is being controlled from state house.
2) Uhuru’s tribal appointments when Ruto was at the Hague (only people from one region were appointed).
3) Appointment of Joseph Kinyua who seem to be more powerful than Ruto.

The Kalenjins have now realized how they were schemed to a trap.

Calls by Hon Charles Keter that all those mentioned to have implicated Ruto to resign are only meant to entice the already angered kallenjins. But the question is why did you lie that it was Raila Odinga who implicated Ruto?

As we enter case No.2 The Kalenjins will be forced to do the unexpected thing ever in kenya’s political arena.
The truth is slowly manifesting and kenya’s worst enemy is exposed.

RUTO DENIED ACCESS TO NIS EVIDENCE

ALLIES of Deputy President William Ruto are demanding the removal of some senior government officials because they allegedly denied Ruto access to information he needed to defend himself at the ICC.


Ruto's lawyers requested officials in the Office of the President to give them evidence from the National Security Intelligence Service (now NIS) but they were refused.


"The DP's team wanted that information which was gathered by NIS and presented to the Waki Commission. It was held by some other officers in the Office of the President but these people decided not to give us the information. How can you deny the Deputy President information? So who are they loyal to if they are not loyal to the Deputy President? It is unacceptable," said an MP close to Ruto.


In an attempt to clear itself of allegations of negligence around the disputed election on December 27, 2007, the NIS may have unwittingly bolstered the ICC case against Ruto and other suspects.


The NSIS reportedly provided minutes of provincial security meetings dating from 2007/8 and other evidence to the commission of enquiry into post-election violence headed by Justice Philip Waki in 2008.


In their testimonies to the Waki commission, security officials including Gichangi said the spy agency had gathered intelligence on individuals who organised gangs of Mungiki and Kalenjin before and after the election.
On July 21, 2008, Gichangi testified that the NSIS had names of politicians who bankrolled the militias and requested to reveal their identities in private.


"We established they were politicians who were seeking elective posts as civic leaders and Members of Parliament as well as others from the private sector but, because of the sensitivity of the matter, we will avail that brief to the commissioners in private," the NSIS boss said.


Gichangi also told the Waki Commission that youths took oaths to commit atrocities after the election with blessings from politicians. He said politicians had sometimes used coded language, asking their people to rise up and get rid of some communities.


"I want to tell them that we did our part, but the State security agents failed to respond as expected because they were overwhelmed by the magnitude of the violence," Gichangi told Waki.


The Waki Commission report also revealed that the NSIS collected information on the planning of violence in Naivasha by Mungiki members and politicians at local and national level.


The NSIS evidence was included in the Waki report as Exhibits 19 and 19A but was not made public. Ruto's allies now reportedly want to replace the NIS boss General Michael Gichangi.


Unconfirmed reports also indicate that Gichangi is lined up to be the President Uhuru Kenyatta's witness at the ICC when his trial begin next year in February.



Over the weekend Kericho senator Charles Keter called for the resignation of senior officials whom he said identified and coached witnesses against Ruto.


He did not name names but it is generally understood that Keter was referring to Interior PS Mutea Iringo and presidential chief political adviser Nancy Gitau among others. Ruto's lawyers alleged last week in The Hague that they were involved in the collection of evidence against him in 2008.

A senator allied to Deputy President William Ruto has demanded the resignation of more than 10 top government officials whom he accuses of "coaching witnesses" to implicate Mr Ruto at the International Criminal Court.


In a statement likely to rock the Jubilee Coalition, Kericho Senator Charles Keter - one of Mr Ruto's closest allies - sensationally called for the resignation of the unnamed officials, threatening that if they did not, they will be forced out of office.

"They are over 10 people and they know themselves very well.

I would rather they just leave before they are forced out because we are not very comfortable working with people who can engineer a case," he said.

Mr Ruto was elected alongside Mr Uhuru Kenyatta in the March 4 elections.

The President and his deputy are facing crimes against humanity charges at the ICC.

The senator's allegations are similar to those made by Mr Ruto's lawyers at the International Criminal Court when they cross-examined the third witness in the case facing the Deputy President.

INHERITED BY JUBILEE

Some of the officials in question were top civil servants in the Internal Security ministry under the then President Mwai Kibaki and were inherited by the Jubilee administration.

While declining to name the officials, Mr Keter also claimed that some of them were also instrumental in designing the case against Mr Kenyatta, who served as Deputy Prime Minister under Mr Kibaki.

"The Deputy President should be busy managing affairs here.

It is so embarrassing he has been dragged into a case he knew nothing about," Mr Keter said.

"Now what is more appalling is that some of those who fixed him are here and pretending to serve him. This we can't allow."

Mr Keter first made the allegations at a funds drive in Litein Town on Sunday.

An angry Mr Keter had at that time asked Mr Kenyatta and Mr Ruto to sack the officials on grounds that their presence in government was causing unnecessary tension.

"I think it is a shame that the same people who wanted to fix Ruto are sitting comfortably in government.

How do you serve the government of the person you wanted to jail?" he asked during the funds drive.

QUESTIONED LOYALTY

According to Mr Keter, the officials went out of their way to bribe witnesses to travel to The Hague with a view to giving false testimony before the ICC.

Questioning the officials' loyalty, Mr Keter wondered how they could serve the same leader they had "worked so hard to nail through false testimonies".

He threatened to mobilise like-minded politicians to use all available means to kick the officials out of government if Mr Kenyatta and Mr Ruto fail to sack them.

"We cannot keep on sharing power with such individuals. Some of us are not ready to negotiate with such people.

We are not going to do that because we want the truth to prevail and we do not know where the loyalty of these people really is," he said.

He was supported by MPs Benjamin Lang'at (Ainamoi) and Leonard Sang (Bureti).

Iringo ‘furious’ over ICC witness coaching claim

NAIROBI, KENYA:Interior Principal Secretary Mutea Iringo says he has written to Deputy President William Ruto's legal team at The Hague demanding an apology.

This follows allegations that he and other top officials at the Office of the President coached Witnesses in Ruto's case at the International Criminal Court (
ICC).

In the letter Iringo says he told lawyer Karim Khan that the allegations made were false, unfair and without any basis.

Iringo quoted his letter saying: "As a respected and experienced lawyer, I expect that the legal team that you head should avoid playing political games and instead conduct legitimate credible investigations without tarnishing names of innocent individuals."

Iringo was an under secretary in the ministry of internal security in 2008, during which he is accused of coaching the witnesses.

It is then that Ruto's legal team led by Khan said that together with Nancy Gitau and others they fabricated evidence and coached witnesses against the Deputy President.

Iringo told the Standard he is disturbed by Ruto ally and Kericho Senator Charles Keter's demands that he should be sacked or quit over the allegations.

"I have never met the individuals they say were coached by me. I have decided to defend myself because the claims are baseless and I am innocent. I never coached any of those and I have never done that," said Iringo.
He added he wants the truth to be known over the issue.

Keter made the demands at the weekend saying they can not work with individuals who tried to fix Ruto.
His demands followed revelations in the court proceedings at The
Hague where Ruto's legal team linked Iringo and other officials to the claims of coaching of witnesses.

A silent rebellion against Deputy President William Ruto is slowly building up in the Rift Valley with some MPs being critical of what they sat is Ruto's soft stance on matters of national importance.

The MPs are especially irked that Ruto has remained complacent even as plum state jobs are being distributed to one half of the Jubilee government.
The URP legislators are also chafing under what they describe as
"Ruto's iron fist" which has seen them gagged whenever they want to raise their concerns about how the government is being run.

The disharmony is not only limited to MPs but some of Ruto's close associates have expressed their concerns that his erstwhile political protege, Joshua Kutuny was appointed as President Uhuru Kenyatta's political advisor without any consultation or notice.

Kutuny, who is a former Cherangany MP, comes from Rift Vally and was a member of URP which is headed by Ruto. His appointment has reportedly caused some strain as it has created the perception that he is developing an alternative centre of power in the Rift Valley to rival his former mentor who is considered the undisputed political kingpin.

This is because his perceived closeness with President Uhuru and his willingness to help Kalenjins access government jobs easily might overshadow Ruto.

Those within the Ruto camp say Kuttuny has also displeased them for his statements when they alleged that some powerful individuals currently in government coached witnesses to implicate Ruto. Ruto is said to have chided Kutuny for having become the top TNA defender in the government.

In the last few weeks Kutuny has become an aggressive defender of the Jubilee administration on issues that some within the URP think he should have shown some caution.


Kutuny is among the few leaders from the region who did not join the bandwagon of those claiming that Ruto was being 'fixed' by some top government officials.
Kuttuny robustly defended the government against these allegations and urged the leaders to desist from making statements on the ongoing ICC cases at the International Criminal Court.

“The ill-advised position being portrayed by some leaders that some individuals in the Jubilee government who served during retired President Mwai Kibaki’s regime, in one way or another coached ICC witnesses to testify against the Deputy President William Ruto should be treated as utterly contemptuous and uncalled for,” he said.

The tensions between Ruto and Kutuny has been aggravated by complaints from the leaders who feel that Ruto has been overly pre-occupied with his ICC trial to the detriment of the party's wellbeing.

“The deputy president is now becoming too petty asking which politician met who or did what when he should be more concerned with the jubilee government which is giving the URP side a raw deal,” said an MP who sought anonymity.

Other MPs interviewed said they were concerned that
Ruto was becoming more of an 'apologist' for the Jubilee government which continued to give the URP a raw deal in its operations.

The MPs are also unhappy with manner two officials in Ruto’s office— Faruk Kibet and Marryanne Keitany— were handling their concerns and accused the two of feeding the Deputy President with "cheap propaganda" about MPs who were critical of Ruto.

On Friday Nandi Hills MP Alfred Keter while appearing on Kass FM’s Len Nee Emet programe gave the jubilee government a two month ultimatum to resolve some of the emerging issues or else “they will reconsider their position with TNA."

Keter, who was supported by many of the callers to the talk show asked why Ruto has not pushed for the confirmation of some CEOs heading state parastatals.
He cited the CEOs of Kenya power, NSSF,NCPB who have been serving in an acting capacity for several months and who are yet to be confirmed to these positions.


He said the Kalenjin were also being shortchanged in state appointments as many of those who qualified for such appointments were ignored by Cabinet Secretaries who were more interested in ensuring their own candidates got the job. Keter cited the selection of the Kenya Bureau of Standards boss as an example.

Nandi Hills MP Alfred Keter Wednesday claimed President Kenyatta's visit to the Rift Valley achieved nothing. He said the President failed to explain the alleged biased appointments in government as demanded by URP.

And after he openly criticised the President and Deputy President William Ruto at the first rally in Eldoret town on Monday, Mr Keter was asked to stay away from the front row at Kapkatet Stadium, the venue of the President's second meeting.

"They asked me to stay away from the front seats. They did not want me to speak again. So I decided to sit deep inside dais," the MP said.

Addressing the Press in Nairobi, the first-time legislator who has been fronting a lone ranger rebellion against the President's handling of URP, said answers expected from the Mr Kenyatta on some of the issues raised were not forthcoming.

"Our people are getting worried because in the third tier presidential appointments made so far he only picked individuals whose support for his party is obvious, so we are asking when will he start appointing our professionals to these positions?" Mr Keter posed.

He cited the appointments of Mr Joseph Kinyua as the Chief of Staff and Head of Public Service, Mr John Mututho as Nacada chairman, Mr Joseph Kaguthi as chairman of the Committee on Nyumba Kumi, Mr Lee Kinyanjui as Kenya Road Safety Authority chairman and Mr Njee Muturi as Solicitor General as some of the appointments URP members were unhappy about.

Nandi and Kipsigis leaders who met the President at the Eldoret State Lodge on Monday and Litein DC's office on Tuesday asked him to consider the region for top government appointments.

A man with an occasional killer smile that tends to interlude without a predictable pattern or rhyme, 34-year-old Nandi Hills MP Alfred Kiptoo Keter paints the picture of a Sunday school teacher who looks lovingly and piercingly in the eyes of his listeners.

Yet this humble, nice-man mien belies a lethal fighter who since his university days has rebelled against authority- leading to his expulsion from Egerton University, where he was studying for a degree in Agribusiness.

Three weeks ago, he was any other MP in the 349-member National Assembly until he stirred the hornets' nest, firing a warning shot to President Kenyatta to kick out of government officials he said had fixed Deputy President William Ruto at the ICC.

But it was not until last Monday at a televised rally in Eldoret when Mr Keter captured national attention by looking the president and his deputy in the eye and telling them to get rid of the thieves in their midst.

THE AUDACITY

The trigger was the fallout over the Sh1 trillion standard gauge railway project launched by the president two weeks ago, and which Mr Keter insists was three times overpriced, and its tender unprocedurally awarded.

His audacious remarks, which also included alleged sidelining of Kalenjin professionals in government appointments, received adulation from the audience, but stung the president and his deputy to respond at length and in uncharacteristically strong language.

The president's reprimand, including Mr Keter being denied a chance to speak at Kapkatet Stadium the next day, appeared to have only added fuel to the lawmaker's magic and his new celebrity status was obvious at Parliament buildings as he was mobbed by fellow MPs at every turn.

The father of one was at first nervous about our interview and said he would only give me 10 minutes, but an hour later- amid intermittent interruptions by his colleagues on both sides of the political divide, some urging him to go slow and some cheering him on- we were soon talking like old friends, asking me to check what question I still had.

MPs from Kalenjin Rift Valley such as Chepalungu's Paul Savimbi Bii, Keiyo South's Jackson Kiptanui and Ainabkoi's Samuel Chepkong'a spent some time with us marvelling at the dare-devilry move by the former ODM youth leader, who first plunged into politics in 2007.

The Roman Catholic has a Christmas message to Mr Ruto:

"You are being set up for failure just like Raila was used and finished. Look at Uhuru's advisers and see they were Kibaki's advisers too. How can you accept to be the messenger of doom on the planned laying off of 100, 000 workers?"

He predicts that after making him unpopular, Uhuru handlers will then look for a running mate in 2018, saying they don't want losers.

He asks: "If to save Sh30 billion we want to send home 100, 000 civil servants, to recoup the Sh400 billion we are losing in the railway project, won't we then send home more than one million workers, which is really the entire civil service including teachers and the police?"

A man who shoots from the hip, the maverick MP tore into government policies, terming the laptop project a dessert without the main course because of the infrastructure lacking in most schools.

HIRED GUN

"They are building an import economy by devoting much more money (Sh10 billion) to importing maize and a mere Sh3 billion to buy from local farmers. The price of a kilo of tea has dropped from Sh22 to Sh14 and farmers have no Christmas."

Mr Keter's accusers point a finger at top businessmen from Rift Valley who are struggling to dislodge those from central Kenya, who already trading with the government.

One of these critics is Nairobi Senator Mike Sonko who says: "He (Keter) is paid man, hired to spread propaganda by leading contractors, I have evidence and I will expose him if he continues."

This insinuation of disgruntled tenderers funding him infuriates Mr Keter: "A man, who has nothing to die for, has nothing to live.

Truth is something I am ready to pay any price for, including my life. I am playing my oversight role granted me by section 96 of the Constitution."

So why didn't he raise all these matters before? He responds with a question. "Why have you not asked the deputy president to explain why he initially opposed the project only to back it?"

But even with businesses such as supplies, car sale, transport and real estate how come that a first-time MP can contribute up to Sh700,000 in a single fund-raiser and fly around in a chopper?

Is he not helping to lend credence to the charge by his critics that he is under the payroll of disgruntled tenderers?

Nonsense, he responds, adding that he was always giving out money even before he was MP.

UNHAPPY VOTERS

And Mr Keter appears to have support in his Nandi County backyard, with a number of members of the County Assembly backing his crusade.

"We want our people to gain from the Jubilee government. What Keter is saying is true.

Voters are unhappy with government over so many promises yet no work is kicking off on the ground," said Nandi County Assembly Chief Whip Wilson Sang.

The Jubilee government was at the weekend accused of sidelining scholars from Rift Valley region in distribution of government plum jobs.

Nandi Hills MP Alfred Keter, at the same time, censured the government over alleged exaggeration of the cost of constructing new Standard Gauge Railway line.

Mr Keter regretted that much as the Jubilee alliance received overwhelming support from the region, scholars from the province had been denied big jobs in favour of their colleagues from central Kenya.

"It is absurd to note that out of the 30 plum parastatal jobs, The National Alliance has been allocated 27 while United Republican Party got a mere three," he said during a fund-raiser at Kesebek Pentecostal Assemblies of Africa in Bomet. More than Sh200,000 was raised.

The lawmaker was accompanied by Bomet Women Representative Cecilia Ng'etich, MPs Benard Bett (host), Sammy Koech (Konoin) and Kenya National Union of Teachers secretary-general Wilson Sossion.

Mr Keter said if the Jubilee government meant good for its coalition partners, the plum jobs should have been shared out equally.

"If Jubilee coalition government can only allocate URP three slots, yet it is part of it, then what is the fate of scholars in regions that never voted for it in the last General Election?" he posed.

"It beats logic for those in power to misconstrue that am undermining its administration when I pinpoint ills in the government.

I will always stand by what I say so long as I know am speaking the truth".

On the Sh1.3 trillion railway project, whose tender the government allegedly single-sourced and awarded to a Chinese firm, Mr Keter claimed that the cost had been exaggerated to suit the whims of those in power.

He pointed out that the standard cost of constructing one kilometre of a railway line- like was the case in Singapore, South Korea and Malaysia- was $2 million, and wondered why the government was parting with $6 million for the same length.

He regretted that upon completion of the project, the government would have made the taxpayers to unnecessarily pay the contractor Sh400 billion, which would have been saved had its tender been floated.

The Sh400 billion, he noted, is enough to employ 1 million jobless youths and criticised the government of allegedly targeting to retrench more than 100,000 public servants yet it had enough money to "waste".

"If the government can afford to lose Sh400 billion in one contract, how much of the public money will it squander in the remaining four years of its tenure?" he said.

The MP warned that unless the government reverses the trend, he would table a motion in Parliament next year to demand that 90 per cent of the national revenue be allocated to county governments and leave 10 per cent of the same to the national government.

MPs Bett and Koech said they supported Mr Keter's concerns on the distribution of top government jobs.

I have heard Uhuru telling kenyans that whoever is not happy with that appointment of top parastatal officials should wait for twenty years- when himself (Uhuru) would have finished his ten year in office and then the other ten years for Ruto ended. There questions we should ask ourselves on this Uhuru statement. Is it constitutionally mandatory for Uhuru to be in office for ten years? What if the people of Kenya will deny him the second term in office? And for Ruto, is it constitutionally mandatory for him to be the next president? What if another kenyan emerges to be the favourate candidate for presidency? Should that kenyan be not elected because there is Ruto? Which law or constitution gives them that power of giving out such authoritarian statements to the public of Kenya? Uhuru plz we love Kenya, it is for us all. Thus lets abide to the boundaries of our constitution.

Nandi Hills MP Alfred Keter has lashed out at two senators from the North Rift for trying to intimidate his exposé on the Jubilee coalition.

The youthful legislator had to walk away from the burial ceremony of former Aldai MP Simeon Choge in Trans-Nzoia County over the weekend after two senators openly condemned his accusations on the jubilee government.

Keter had criticised the Government, first for its recent appointments of heads of parastatals and also the delivery of promises it made to the electorate while seeking votes. "The two senators are misguided in engaging me in a war of words, yet they know very well the issues are nothing but the truth and affects them," Keter told The Standard.

He said he was not impressed by the manner in which Elgeyo Marakwet Senator Kipchumba Murkomen and his Nandi counterpart Stepehen Sang countered his comments, concerning the 26 parastatal appointments made by President Uhuru Kenyatta.

Keter had taken issue with appointments of former Head of Public Service Francis Muthaura as head of Lapsset and Matu Wamae as chairman of New Kenya Co-operative Creameries.

Despite spending a whole week in parts of Rift Valley pacifying disgruntled elements, Deputy President William Ruto seems to have stirred more rebellion from his Rift Valley region. Kuresoi South MP Zakayo Cheruiyot, who claims to have spent a lot of money to fund Ruto, is the latest MP from Ruto's Kalenjin community to break ranks with the Deputy President.

Bomet Governor Isaac Rutto has also resumed criticism of the deputy president despite the meetings last week. He began criticizing Ruto last year but went quite after meeting President Uhuru's political advisor Joshua Kutuny. The two have joined Nandi Hills MP Alfred Keter who has been a fierce critic of Ruto's approach on issues. "We are not happy with Ruto. He has surrounded himself with sycophants who have placed him on the fast lane to self-destruction. He is using these sycophants to fight some of us and to destroy devolution. We will not accept it," said Rutto yesterday.

The Kuresoi South MP, popularly known as "ZK" was a powerful PS in the last Kanu government which groomed Ruto. He called on Uhuru and Ruto to get serious and re-organize themselves "instead of hosting delegations to hear gossip."

Another Rift Valley MP who requested to remain anonymous complained that the community was being taken for granted yet Ruto was not willing to listen to the concerns of his people.

"We have told the VP that he is living in a fool's paradise. Its like a man who has been warned to move because the ground is rumbling and the volcano is about to erupt but he decides to stay on," said the MP.

Yesterday Ruto told off leaders who are demanding jobs for their communities describing them as parochial and backward.

"We took a vow to serve all Kenyans. Job vacancies will be distributed to all Kenyans irrespective of their religion, tribe or race. Those who want jobs to go to certain people are wasting their time. Leaders who believe in ethnicity and parochialism do not belong to this century," said Ruto

Ruto moved to quell discontentment that has been mounting in his Rift Valley backyard over distribution of state jobs between the main partners in the ruling coalition.

There has been intense pressure from Ruto's supporters who have been pushing him to address simmering tensions in the region touching on the recent appointments to state parastatals made by president Uhuru Kenyatta. The deputy President spent the better part of last week in Rift Valley in meetings where he assured the people that he was firmly in the government. This was a month after President Uhuru visited the region in what was seen as a move to assure the Kalenjin community that they were still part of his government.

Cheruiyot accuses Ruto of gagging elected URP leaders who are demanding implementation of the 50-50 power-sharing agreement between URP and TNA.

"We are being told it is not right to demand for more positions as a community as this amounts to perfecting tribalism but another partner is taking almost all the positions in government. I will not keep quiet when one tribe is getting the biggest share," the Kuresoi MP said.

Cheruiyot concurred with Keter that URP has been sidelined in government appointments despite the fact that the two parties were equal partners in the Jubilee and dismissed other politicians who dance to the tune of the Deputy President as sycophants.

"When you slaughter a goat, do you invite your neighbors first to feast or you start with your own children?" Cheruiyot posed.

Yesterday one of Ruto's aides said Ruto meetings pacified the situation. He said the DP explained in detail the appointments and called on the Kalenjin leaders to be content with the available positions so far "as more will come up in future for each sub-tribe to feel represented."

"The DP met a number of leaders from Rift Valley representing crucial parts of the community and explained to them that the appointments made so far had not in any way disregarded people from the community," the aide who did not want to be named said.

"He told them that it was very unfair for two tribes to enjoy the larger share of state appointments when there are other 40 tribes," he said.

In one of the meetings held at his Sugoi home, Ruto is said to have dispelled claims that the Kalenjin community was being edged out by TNA telling the leaders to support the government.

Kericho senator Charles Keter, a close ally of Ruto has said he was "happy so far with the appointments" and assured the Kalenjin that they were fully in government. He also disabused the notion that Ruto is not exerting his rightful share of power in government.

"I want to assure all the people of Kalenjin community that we have gotten a good share so afar with more to come. We should be patient with the government as our interests are well taken care of by the leaders we have elected," Keter told the star yesterday.

During the visit, Ruto held closed door meetings with various leaders drawn from different sections of the community in both North and South regions. He called the meetings to contain speculation over recent appointments and a constant outcry by Nandi Hills MP Alfred Keter over unfair treatment given to URP by their TNA counterparts.

While in North Rift on Christmas eve, Ruto hosted various leaders including Kalenjin Council of Elders, Religious leaders, MPs, governors as well as members of the county Assemblies.

This is nothing new and was expected, even it would have been the same case in your Nyanza had Raila won the presidency. Obviously our time to eat mentality is rife in the country.

Big point.............Nope! Besides not all the appointments have been dished out. In this case I advise patience and restraint. Hence, Ruto is right...........................the new constitution is meant to erase ethnic preferences............

Unless specificity of tribal accusations has been exposed, I still find most of Kenyatta appointments to have reflected regional balance and a sense of Kenyan face of nationhood.

Bomet Governor Isaack Ruto and Deputy President William Ruto have fallen out

KENYA: Supremacy battles between Deputy President William Ruto and Bomet Governor Isaac Ruto continue to escalate, with leaders from Rift Valley beginning to take firm positions along the two politicians.

Accusation and counter accusations have marked the battle, with politicians allied to the Deputy President accusing the Bomet Governor of disrespect.

The Bomet County boss and chairman of the Governors Summit, on his part, has accused Ruto of undermining Governors and county governments in a bid to roll back devolution gains.

The political war between the two senior politicians from the Rift Valley that dates back to mid last year when the Bomet Governor spearheaded a campaign for a referendum to increase the percentage of money allocated to counties is threatening to get ugly.

The recent public accusations by Kuresoi MP Zakayo Cheruiyot and Nandi Hills MP Alfred Keter against Ruto over what they claimed was his failure to ensure equal sharing of State position with TNA signify revolt in the Deputy President's backyard. Cheruiyot hit at the Deputy President for what he termed an attempt to gag URP leaders from demanding 50-50 sharing of positions within the Jubilee coalition's government.

State jobs

"We are told to remain silent because it is not our right to demand positions as a community as this amounts to perfecting tribalism while our counterparts are taking almost all jobs in government. I will not keep quiet when one tribe is getting the biggest share," said Cheruiyot.

Speaking in Kapkitony village in Bureti constituency, Kericho County, during the burial of his sister, Cheruiyot, just like his Nandi Hills counterpart Keter, pointed to the failure of the DP to speak for the party. The rebellion seems to be gaining momentum, with Cheruiyot, Keter and Kericho Governor Paul Chepkwony now being allied to the Bomet Governor.

Notably Ruto has not down played the rebellion and has lately been in tours of the South Rift in an attempt to forestall further fallout with residents and leaders from the region that is the most populous in the Rift Valley.
One of the accusations by Governor Ruto is that the DP has a soft spot for Senators and has used them to try and undermine the county bosses. "He (Deputy President) has been calling delegates to his home to get a brief on how best to undermine Governors and county governments yet when we raise the issues, we are branded disrespectful to him. We shall continue to voice the truth and push for full implementation of devolution," Ruto, the Bomet Governor, said.

He added: "I have respect for the DP, but it does not mean that I am his sycophant like the Senators and MPs. I have always told him the truth on matters affecting the people at the grassroots and I will continue to champion for devolution". The Governor says he is loyal to ideas, not personalities.

Cheruiyot released a hard-hitting statement recently, claiming the Deputy President was undermining him and that he was aware he had organised a meeting in Kuresoi on January 23 meant at advancing the course.

"We contributed our time and resources to set up the United Republican Party (URP), campaign for the President and his Deputy and we shall not be cowed from speaking the truth. He should respect other leaders and earn respect from them," Cheruiyot said. "Why has the Deputy President been entertaining delegations meant to backbite other leaders? Why does he operate on gossip and hearsay?" Cheruiyot said.

He said it was important for the President and his deputy to show leadership and stop issuing careless statements regarding insecurity and other serious matters in the country.

"When leaders disagree with you in principle, it does not mean that they want to bring down your government or are after your position. You do not need to be paranoid like is being witnessed at the moment," said Cheruiyot.

Abdicated roles

Governor Ruto said Senators had abdicated their roles and became apologists of the system, instead of representing and protecting counties as provided for in Article 96 of the Constitution.

"Senators in the Jubilee, especially those from Rift Valley, have unfortunately become sycophants and are competing trying to please the national government. It is a very unfortunate situation that we are faced with as a country," said the Governor.

"The level of sycophancy currently replicates what used to happen during the Kanu regime by leaders who were seeking handouts from those in power," Ruto said adding: "Some of these Senators seems not to have woken up to the reality that the two levels of government - county and national governments - are entrenched in the Constitution and as such can not be wished away," Ruto said. The Governor said URP leadership no longer engages in consultation as before the last General Election and as such, don't read read from the same script. A barrage of criticism has been leveled at the Deputy President over the recent government appointment that has been described as skewed in favour of TNA.

"Ruto has clearly shown unease in relating with the Governors in Rift Valley and especially the South Rift region. He feels that the Governors are becoming powerful due to devolved system of governance," said former civic leader Ronald Ngeny.

Round the clock

Ngeny said the Deputy President was working round the clock to undermine Governors, who apparently President Uhuru on the other hand prefers to work with.

Apart from skewed allocation of resources and appointments, the other headache for Jubilee in Rift Valley is the resettlement of displaced families (IDPs). "There are questions over resettlement of evictees in Mau forest who are still in camps in Kuresoi and Konoin constituencies despite the Government having allocated money for that purpose," former Bomet County Council chairman John Kalya said.

Residents of the South Rift say despite the President and his Deputy having in 2005 raised serious issues over eviction of families from South West Mau forest (Narok South), they have not sorted out the matter a year after ascending to power.

"The President has not bothered to resolve the issues relating to the resettlement of evictees in Narok South, Kuresoi, Mauche and Nesuiet regions," said Jonathan Rono, a cleric in Njoro.

"Residents of the South Rift region have the feeling that the North Rift has been favoured in resource allocations, especially infrastructural facilities and that the discrepancies must be corrected," said Rono.

Rono said one of the issues that the residents want addressed relates to subsidised fertilizers that for years are usually delivered in depots in the region long after the planting season.
