MPs collect signatures to impeach Waiguru

A group of MPs has started collecting signatures in support of a motion to impeach Devolution Secretary Anne Waiguru. Igembe South MP Mithika Linturi yesterday said the drive to collect signatures started yesterday and will be concluded before House resume from recess next month.
We know to impeach a Cabinet Secretary we need the support of at least two thirds of all the members. We are confident that we have the numbers, said Linturi.
He said the motion was not being sponsored by Deputy President William Rutos URP party but was an initiative by MPs from various parties unhappy with how Waiguru has been running the devolution ministry.
This is not a URP motion, it is my motion and I have support from all parties. It will go through, he said.
The MPs are furious with the Cabinet Secretary for, among other things, removing National Youth Service Director-General Kiplimo Rugut via a text message. Waiguru transferred Rugut to the Ministry of Sports in a move that has upset URP members. Rugut was replaced by a civilian, Nelson Githinji.
Linturi said government officials should be transferred or replaced as per the laid down procedures. The MP said majority of Kenyans were bound to see ethnic bias in the recent changes at NYS where Waiguru transferred Rugut and replaced him with Githinji.
According to Article 152 (6) of the Constitution, any MP can introduce a motion to impeach a Cabinet Minister for, among other things, violation of the Constitution. "If the Motion is supported by at least one-third of the Members of the National Assembly - (a) the Assembly shall, within seven days, appoint a select committee comprising eleven of its Members to investigate the matter; and (b) the select committee shall, within ten days, report to the Assembly whether it finds the allegations against the Cabinet Secretary to be substantiated," says Article 152(5). If Parliament approves the report then the President will have no choice but to fire the Cabinet Secretary.
