in my opinion, in the time been we are using the adversarial legal system as a main legal frame work, so in case of different gvts there is a possibility that one may decide to take another form of legal regime in the sense that there will be incompatibility and that the running of the union govt will equally be cumbersome that's, next in such a different gvmnts there is a chance that what is stipulated in one constitution as a legal right or obligation may as well be not so in the other gvt, in that case the forming of the union constitution will also be ridiculas. I don see the light in the 3 gvt
