UDOM has no title deeds, House told

The House Social Welfare committee yesterday revealed that Dodoma University has no title deeds and has been ordered to pay a total of 750m/- per annum by the Capital Development Authority (CDA), an amount which it has no capacity to settle.
Omari Kwaangw, the committee chairman, said in his report on the implementation of the Ministry of Education and Vocation Training 2009/2010 budget, read on his behalf by Martha Mlata, that the universitys construction was going well.
The chairman said the government must work immediately to ensure that the university gets title deeds because there is no reason to transfer funds from one government entity to another, citing CDA as a government organ.
The committee also advised the government to pay a debt amounting to 8.3bn/- which the University of Dodoma owes various social security funds.
The debt was a loan secured for the construction of the administration building, roads, purchase of classroom and hostels furniture.
The committee therefore advises the government to consider means and ways of repaying this debt. The ministry of education has to ensure that it is paid, said Kwaangw.
He said he was aware that UDOM had a lot of needs, adding that the debt had to be given priority. He said further that the construction of the university had been very slow, almost coming to a standstill, just because the government had not provided collateral to other investors such like the Public Service Pension Fund (PSPF), which would like to go into the second phase of building the university but hesitates because the government has not given a guarantee.
The committee chairman said further that the National Social Security Fund was ready to build other colleges, but was hesitant to sink in further funds without the assurance from the government that it would be paid.
Kwaangw said the committee wanted the issueance of government guarantees to be given priority to enable security funds inject enough cash into construction works.
