2014. Jakaya Mrisho Kikwete, President of the Tanzania strikes a deal with the Chinese Government through its Exim Bank on construction of 1,500 Km of the SGR Railway, just like Uhuru had done a year earlier. The SGR line was to start from the coast of DareSalam to Rwanda and Burundi through Uganda. Kagame and Museveni received the news with great positivity. They quickly divorced the earlier deal they had sealed with Uhuru Kenyatta.
So, commissioning of the new Tanzanian SGR was to happen in November of 2015 but, coincidentally, Kikwete's Presidential tenure lapsed the same month.
Came in John Pombe Magufuli.
And the Chinese Government cancelled their financing.
China accused Magufuli of being too difficult to work with.
Magufuli went to the World Bank, he was denied the financing. In fact, the arrogant World Bank asked him to go and repair the old, obsolete line.
He approached the AfDB, no avail.
He has been to the IMF, in vain.
He severally wrote to the BRICs Development Bank , even begging Zuma for intervention, bure kabisa.
He has been to the Turkish Exim Bank, hakuna matumaini.
So, the disappointed Museveni and Kagame are back to Uhuru Kenyatta to say sorry.....
Meanwhile, the Kenyan SGR begins operations next week.
