I speak fluent kikuyu, and unless you give evidence to the contrary, there's nothing like retaining 'Ùthamaki' in that clip.
He talks of the folloving:
1: the importance of registering and taking part in the electoral process.
2. He lists the various elective positions in the coming general election.
3. The prompt issuance of ID cards to those who have applied by the government.
4. That his government won't allow a repeat of the bloodshed in '07/'08.
He hasn't even told anyone to vote for Jubilee.
