With him is Technical Committee secretary Seweji Mketo.[/h]After meeting security obstacles from the police for sometime and failing to hold rallies, a Coalition of Defenders of the People's Constitution (Ukawa) will tomorrow hold a public rally at Jangwani grounds in Dar es Salaam, but with one condition that there will be no demonstrations.

Dar es Salaam Special Zone Police Commissioner Suleiman Kova allowed the opposition to hold their rally just few minutes after Ukawa's technical committee addressed a press conference in Dar es Salaam expressing their intention to address their supporters tomorrow.

Committee chairman Benson Kigaila said, among other things, that at the meeting, Ukawa top leaders, who are from four opposition parties, would issue a document that contained all coalition agreements.

"Our legal team that includes prominent lawyers is now working around the clock to finalise the document that will be availed to our members and supporters at Jangwani grounds," he said. He asked Dar es Salaam residents and those from neighbouring regions to turn up in bigger numbers at the Sunday rally.

Yesterday, Mr Kova told The Citizen on Saturday that he was still consulting his subordinates, but confirmed that the police force would grant them permission.

"Political rallies are part of democracy and so long as there will be no demonstrations, we want to state categorically that the permission will be granted.

The technical committee secretary, Mr Seweji Mketo, said yesterday that there would be no demonstrations and asked all supporters to match to the grounds peacefully as early as 1pm.

Ukawa comprises Chadema, CUF, NCCR Mageuzi and NLD. According to Mr Kigaila, the rally will be attended by Prof Ibrahim Lipumba, Mr Freeman Mbowe, Mr Emmanuel Makaidi and Mr James Mbatia, among others, including secretary generals of all opposition parties.

At the meeting, according to the technical team, apart from signing a pre-election coalition pact, Ukawa leaders will announce the next cause of action on the ongoing constitution making process.

According to Mr John Mrema, the leaders will state whether Ukawa are going to court to block the referendum or not.

"We invite all people to attend this important rally so that they may hear what we are planning for the benefit of this nation," he insisted.

Section 43 of the Police Force and Auxiliary Services Act (Cap 322) entitles any person intending to convene a meeting or a procession to notify the police in writing not less than 48 hours before the event takes place specifying the place and time of the meeting, purpose in general of the meeting.

The same law provides that a police officer to whom a notification has been submitted, shall not give a stop order in relation to the notification unless he is satisfied that the assembly or procession is likely to cause a breach of peace.
