Those 3 factual statements will answer your question on which country has 'only a few enjoying their economy'.

May I already declare, I'm a Tanzanian first and an East African next. Since the whole thread just mostly 'muddies the water' and doesn't really respond to your 'concerns', I'll try and do otherwise.
1. In any country where employment is an issue, expatriates or foreigners tend to be targeted or harassed at times. This is not foreign to either Kenya or Tanzania, it is a common issue. It doesn't make it right but in order to address this issue as East Africans, we need to be objective. If Tanzania or Kenya loses economically it's not just the country that loses but the region is affected too.
2. In the case of the incident on the video, again these are individuals who are clearly lacking in their mandate. Logic should be common sense, but again sense is not so common after all. Harassing foreign investors or business people, is NOT my government's policy, it is individual screw-ups. If that was the case we would have no foreign investor in the country left.
Lastly, and forgive me if I'm wrong, you sound very bitter in your post and might be speaking from a personal experience. Maybe if you shared your personal experience, we could probably discern where the problems were and address them in future.
PS: We do not export people; omba omba, witchdoctors or otherwise. People migrate for whatever reasons they wish.

There is a lot of unemployment in Kenya. I don't hear Tanzanians being harassed here everyday.

Kenyans are harassed everyday even when they have legit documents.
Major companies are afraid to invest there because they are worried the Supremo might wake up and nationalize their investments.
Also, harassing foreigners (mostly Kenyans) is not just a government policy. It goes down to the lowest class of the society.
The stupidity of thinking that when the Kenyans are kicked out, a Tanzanian will fill in the shoes. The truth is Tanzanians are lazy and majority cannot even do what foreigners in that country accomplish.
As I was on Twitter, I've seen this video of a government official harassing a white lady. He says that she sold some fishermen some solar bulbs.
From what I could gather, fishermen are not allowed to use bulbs.
