ye hajui kama hao village administrators km wana exist..anskia kutoka kwako...na hajui uwepo wa hao jamaa na wanamfanyia kazi nani...You have a problem of understanding I guess, village administrators,ward administrators are different from chiefs, chiefs are under the office of the president , therefore they don't report to the governors . Village and ward administrators are under the office of the governors to ensure that every county project is implemented, they are also incharge of county government resources at the village and ward level, there offices are administrative and not political.
