You are mixing the issues. Those sisal estates were sold long KITAMBO ago. The terms and conditions were very clearly stipulated in the documents. But instead of developing them as per contract, they used them as collateral for loans, of which the monies were not used to develop the estates but used in other businesses. This was being done for couple of years. However, this govt intervened by taking back the land after this serious bleach of contract.
