Hapa sina shaka kwamba, wapo wachache sana na wengi wao hapa watakuwa wameegesha tu wakati wanatafuta superior opportunity...hapa superiority na inferiority ipo zaidi katika social satsfaction! Most, if not all all graduates; at least kwa sasa hawawezi kujisikia fahari kuwa Maafisa Watendaji wa Kata!! Kutokana na hilo, kutakuwa na turnover ya hali ya juu kwa watu kuacha kazi ya Uafisa Mtendaji pindi watakapopata better opportunities which will satisfy their social need(respect)!
Hivyo basi, kama hoja hizo mbili ni sahihi basi naiona clear and attractive growth path kwa Afisa Mtendaji in Five Years to come kuliko mjeda wa JWTZ! Afisa Mtendaji huyu atakuwa kwenye administration level ambayo majority shule yao ni ndogo. Ni mtu ambae can easily stand out of the public(administration crew). Let's say, mimi ni President ambae natakiwa kuteua DC wa District X, ambayo huko kuna Ward Executive Officer (WEO) mwenye sifa na uzoefu ktk utawala aliyepo hapo for the past five years.....!! WEO huyo ana significant performance katika utumishi wake (Na bila shaka atakuwa ni WEO wa ajabu atakayeshindwa kuonesha uwezo wake ktk utumishi wa ngazi ya kata pamoja na usomi wake!!). Katika mazingira ya kawaida; basi sina shaka yoyote kwamba Presdaa mimi nitampa nafasi huyo WEO!
Good enough, WEO wasomi tayari mmeshapewa turufu ambazo atakayeitumia vizuri basi itamsaidia ku-stand out of the public (kujitofautisha na WEOs wengine).

Mjeda wa JWTZ hana kabisa fursa hiyo, kwani atabaki kambini huku akiwa tu anapokea amri ya fanya hiki, fanya kile wakati WEO yeye atakuwa ndio kila kitu na hivyo kumpa fursa ya kuonesha uwezo wake.
To make story short, hapo kazi kwako sasa!! Kama unataka kazi ya heshima ya papo kwa papo, basi nenda jeshini! Lakini kama upo tayari kusubiri heshima itakayokuja after 5 years, then nenda kawe WEO! Watu watakung'ong'a sana....tena sana; BUT, LIVE WITH PURPOSE!
