This question will remain meaningless and insufficiently intelligible until it specifies the following.
1. When it posits "The time is 06.00 on Monday when a ship crosses longitude 16 E", which place is this time for? Longitude 16 E? This may be taken for granted, but the diction does not state that "the time at longitude 16 E is 06.00 AM on Monday when a ship crosses that longitude", it states "The time is 06.00 am (where?) when a ship crosses longitude 16E.". When dealing with this type of question, it is prudent to give time and location to avoid confusion. The fact that it is given that a ship crosses longitude 16 E does not tell us for which location is the 06.00 time.
