The fact that it is given that a ship crosses longitude 16 E does not tell us for which location is the 06.00 time.

It is a very interesting question whose solution involve knowledge of the relationship between longitudes and time/ timezones, with a tricky part that involves crossing the international date line and changing the watch every 15 longitudes traversed..
