They talk about PPP. Who told you that PPP is not borrowing? Even sovereign bonds are borrowing. They differ with bank loan in the sense that you borrows FROM several (legal/natural) persons. Other elements such as tenor, coupon rate/dividend/interest rates, maturity/amortization etc remain constant. Also like other avenues in debt market, PPP also need a sound credit worthiness of a nation. If the revenues are less than expenditures, it's very likely for investors to ran away. Coz the risk element seems to be higher and possibility of recouping back the sunk capital is so minimal.
