Who is the best between experienced or talented personnels and academic certificate holders?

Nowadays experienced personnels are doing best in working staffs than academic certificate holders (who got experience from school), this is because most of them taught theory means of education rather than practicability means of education fore instance engineers, doctor( for example who do head surgery instead of leg surgery, all these doctor were fresh from university) and others.
