There are two reason
First, Indonesia is a sovereign and independent country that can allow or invite whoever it wants into our country regardless of his or her political affiliation or actions.

Second, the G20 is an economic forum, and Russia with its $1.4 Trillion economies are amongst the top 20 largest economies in the world, the Russian Federation is also one of the most powerful and influential states on the planet and a literal member of the G20.

Not inviting Russia into the G20 forum would be an idiotic move considering Russia’s importance on the global stage both politically and economically.

There’s also another reason but it might not be an important one
Indonesians in general, support the Russian invasion of Ukraine seeing it as Russia standing up against the American-led western hegemon.

Indonesians also realized that for decades especially in the 60s, it was the Soviet Union who supports Indonesia against the western imperialist and Indonesia also bought tons of weaponry support from the Soviet Union. In fact, ever since the start of the invasion, I noticed that the Ukrainian embassy tried very hard to win over the support of the Indonesian people to side against Russia but to no avail

"Indeed, the Indonesian public has broad support for Russia's ongoing special military operation in Ukraine,"
-Russian Ambassador to Indonesia, Lyudmila Vorobieva
Not inviting Russia into the G20 would cause the public to view the government as nothing more than puppets of the west and western imperialism. And that could cause tons of troubles for the Jokowi administration moving forward. Indonesia too doesn’t want to risk damaging its relationship with Russia for the sake of Ukraine, mostly due to Russia being far more important for our interest compared to Ukraine.

US President, Joe Biden has suggested to Indonesia to invite Ukraine into the G20 2022 Forum if Russia were to be invited as well

While technically speaking, Indonesia does have the authority as president of the G20 to invite Ukraine into G20 as a guest member there’s only one problem, why would we?

Once again, the G20 is an economic forum to discuss matters of economic importance on the global stage, Ukraine is one of the poorest countries in Europe with no real economic importance for Indonesia or the world as a whole, Indonesia also doesn’t have any type of special relationship with Ukraine. With that in mind, it seems unlikely for Indonesia to invite Ukraine into the G20 as a guest, not to mention that Europe is already quite represented within the G20, Indonesia has also announced which countries it is going to invite as a guest member
  1. Singapore (Regional ally)
  2. Netherlands (Special Relationship)
  3. United Arab Emirates (Important regional partners in the Middle East)
  4. Cambodia, Chairman of ASEAN
  5. Rwanda, Chairperson of NEPAD
  6. Senegal, Chairperson of the African Union
  7. Belize, CARICOM representative
  8. Spain (Permanent Invited Guest)
  9. Fiji, PIF representative
What could Ukraine bring to the table to justify its invitation into the G20?. In conclusion, Russia is just far too important and Ukraine isn’t.
