IT indices indict us we are long in "zero graft tolerance" rhetoric but miserably fail in actual antigraft deliveries

the "mafisadi" courts are in limbo because we have no "serious" graft suspects wondering why the courts were etched in the first place!

we have no suspects because dithering from takukuru to dci offices seems an understatement.........

takukuru and dci have overlapping jurisdiction in investigating such cases providing ample room for blame game while permitting the suspects getting away unscathed................it is a legislative loophole nobody wants to close because most of the suspects are politically connected to the ruling party ccm and are considered crucial in its quest for perpetual stay in power

some of the bootleg is channeled back to finance ccm political campaigns and very few would like to bite the very grubby fingers feeding ccm: a launchpad to most of successful entrepreneurs dotting our country today

it is this axis of evil which has created, nurtured and sustained the symbiotic association between political business empires and ccm capacity to nail elections since 1995

most conglomerates and their associates to set a footprint here tend to offer bribes to the rulers of the day in a form of minority shares who contributes influence peddling only

the owners of those minority shares tend to be members of political dynasties and their acolytes and before you know it they offload those shares in awkward circumstances enlarging their deep pockets and no regulatory institution investigates the acquisition and offloading of those minority shares confirming our worst fears that institution of governance are only there to dupe development partners in continuing to subsidizing our very venal ruling class

another intrigue in the official graft worthy a glance here has to do with tax exemptions

TRA starts setting own under par annual targets legitimizing under collections in the process and nobody is willing to question why those targets have zero correlation with our national budget expenditures

to beat own set below belt targets, TRA from there becomes very aggressive in milking parastatals and small business while big players in private sector are given leeway to pay less as a result of pernicious tax exemptions and palms greasing........
