Why Magufuli administration misses the point on Government splurge

at the height of tax exemptions during mkapa administration, the minister of minerals and energy one dr. abdallah kigoda now deceased doubled as national treasury of ccm

from nowhere ccm imported over 200 vehicles while large-scale miners received hefty tax exemptions and the connection between the ccm gains and the treasury losses missed the strobe of many an overseer..............

so the fight against official graft will remain a ccm lipservice but anticipate nobody to be brooked in the process because ccm survival now depends on sustaining high level corruption

where there are budgetary ceilings during elections but no one carries an investigation on how much ccm spends and what are its sources of revenue..........................doing that may be considered treason because ccm stay in power depends on not rocking that cradle laden with secrecy

grain of truth here........

DART has zero chance of generating profit because the running and maintenance costs are much higher than the revenue generation

though, DART claims to be collecting Tshs 8.2 mill it cannot pay salaries of 150 at a rate of Tshs 600, 000/= per month.

monthly collections stand at Tshs 246 mill while staff emoluments swirl at least Tshs 90 mill and counting........

office rental charges, vehicle running and maintenance costs,tax obligations among others cannot be attended to

this regime cannot eat its cake and claim it still has it

like most utility businesses, public transport cannot be appraised in terms of profits ledger sheet but benefit cost analysis

we need to uproot monopoly in DART business by bringing more competitors to begin with at least we ought to have three or four rivals because we need more buses and serious competition during peak hours

second we ought to stop discriminating against them by not charging them for using the rapid transits for no other transporter is laden with this heavy road user fees beyond fuel and vehicle registration one

third, we need expanding the routes to capture more customers

fourth, we need to encourage them via tax rebates to use gas engines which are much cheaper and environmental friendly

fifth, after adding more competition in this biz let the market have some say in ticket pricing as a rate of Tshs 650/= looks marginally off the market where a rate of Tshs 800/= seems fair and sustainable

the government cannot clamour for profits when the operator has his hands tied behind his back by over regulation and over interference and over taxation.

get the government off the operator's throat and biz will be beginning pursuing the objectives it was designed for

the fast declining of local shilling is not given its sufficient reasoning

but a weaker shilling leads to expensive imports, cheaper exports and worsens the balance of payment so why nobody talks about it?
