there is a couple of shindigs in signing contractual pacts to place those railways system which is laudable but unless those efforts tally with restructuring of rahcol...............or whatever it is called these days we may end up spending a lot of money in infrastructure but little gains from its management

we need the whole country connected by a workable railway network, no question about it

to do that we need to restructure the road fund

road making is consuming too much money per kilometer and nobody is questioning this

ncc was supposed to give boqs for guidance but they are part of overpricing problem

unfortunately, ncc-national construction council- via its overpriced guidelines have portrayed uneconomical construction costs making building, road and other constructions like bridge being sold over real market prices

to cut the myriad of a maze of technicalities, it suffices to state road fund feed the bloated tanroads which is where a rathole is located

so a lot of clamour for tanroads to rein costs has gone unheard because tanroads has become a political force and can buy off politicians

there was one ceo who wanted to shake off the cobwebs of political influence within tanroads by demanding 3 year performance based contracts including advertising senior posts

MPs blocked the initiative to usher in a new era of accountability within tanroads and mpj dismissed the ceo sooner he was reappointed to run the ministry of infrastructure

in the last general election tanroads was a key player by dishing out cash to voters whether from ccm congress or to the general election proper to ensure jpm lands the coveted post

in this very toxic symbiotic association between ikulu and tanroads meaningful reforms at the latter are difficult to initiate and sustain

so to force the mammoth tanroads to change her destructive ways we need to clamour for reforms upon road fund where is its source of revenues come

let us call it transport fund so the revenues can cover roads, railways, and waterways
