When drug users doubles as sellers they ought not be charged for abusing their bodies but for attempting and or abusing other's bodies and placing them unto harm's way.

These sociological issues need further illumination

But the law place them in one plate failing to capitalize on the victims' cravings to settle scores with sellers whom they owe plenty of cash

The relationship between drug users and sellers is both a symbiotic engagement but leaning towards enmity because debts are seldom settled

So empowering users weaken the power of sellers

Users can be cajoled to name sellers and get some enticements

Couriers are also victims of circumstances

In exchange of prison terms the law may place amnesties to drug couriers willing to spill the beans

When presidential speech treated couriers as criminals I knew he was out of his breath....just another mea culpa we have cone accustomed to

Claiming Tanzanian couriers held in foreign soil non of our business is in itself a stature if dereliction of civic duty
