Once the commissioners have been elected they will be ratified by the president and their names gazetted in the government gazette and will have a tenure of five years renewable only once

Once the NEC has been gazetted it will convene and advertise all vacancies including of the director of NEC and coordinators of regional and District offices who will register and deregister voters on daily basis till two weeks before elections and they will supervise the elections..no more presidential appointees to conduct a no election according to law

All registered political parties will have a lawful duty to submit a list of all their candidates in all elections to NEC and do away with the current procedure of candidates from registered political parties to fill forms which may lead to their illegal disqualifications

Only independent candidates will need to fill forms and seek endorsement but candidates from registered political parties will no longer be required to seek any endorsement a task already completed by their political parties when seeking registration it cannot be repeated again and again..to do differently is simply madness

Political Parties will have a lawful duty to submit a list of their polling station supervisors, constituency and national supervisors to NEC and once NEC approves will gazette that list in the government gazette

Election will be called off if polling, constituencies and/or national agents are disabled or there's evidence of votes tampering like ballot stuffing among others

These are what we call minimum election reforms touching in constitutional and election law reform and we challenge CCM if they are not election thieves to implement them now

We know CCM hates election justice so they will resist election reforms depriving themselves with undeserved bragging rights that " ninawashukuru kwa kunichagua kwa kura nyingi."

CCM pre-election pledge was two edged sword that slices both sides

Messages we received in public was CCM was decidedly to steal the elections in all frontiers

CCM national leaders were very candid on stealing the elections

First, was the vice president and a member of CCM politburo who blunted "...hata msipotuchagua sisi tutaunda dola..." so CCM stay in power unaffectedly by the voice well expressed by the electorate in the ballot boxes

Second, CCM National secretary general bragged that..." tutatumia dola kuendelea kubaki madarakani" meaning CCM stay in power very much independent from the election results or the wishes of the electorate as very much depending upon their clout with security forces and own appointees

Third, CCM National vice chairperson had urged the electorate to go home and loiter not near polling stations after casting their votes meaning CCM was plotting to deploy security forces and abduct polling agents and ballot stuffing

Fourth, CCM NEC overruled election regulations which require polling station results be published at their respective stations meaning NEC CCM was determined voters or opposition political parties not to tally and verify the results as a result of covering their massive and rampant rigging

Fifth, was NEC CCM disqualifications of opposition candidates was illegal and was designed to retain unpopular CCM national leaders such as PM, the speaker of the House, senior cabinet members and CCM national figures

Sixth, murders, abductions and frivolous arrests and election provoked criminal prosecutions were committed just to upend the will of the electorate

Seventh, despite latest advancement in technology of transportation of election results NEC CCM still operates manually to transport election result forms as if we are still in stone age....refusing to adopt cost effective digital technologies in transportation of election results by NEC CCM abetted massive rigging..it permitted security apparatchik to intercept those forms and replace them with doctored ones upending the will of the electorate in the process
