Why Magufuli administration misses the point on Government splurge

Before any Presidential appointee open her big trap she needs to know they are most unpopular and if free, fair and verifiable elections were carried out today CCM will be a forgotten thing
 
 
Tattooed body donates contaminated blood and the irony is most hiv positive are first to volunteer...hii siyo damu salama bali ni damu chafu....we need to pray in our lifetime we will not need blood transfusions.
If in the US hiv transmissions from blood transfusions is on an uptick what can we say of a banana republic which boasts of "damu salama" while most blood they receive is never screened but ready for transfusions..

They claim they do screen later but why risk collecting contaminated blood in the first place? Blood from those with underlying health issues like hiv and aids, cirrhosis, renal failure, variants of hepatitis among others laced with deadly contamination when collected weaken the immunity systems of those already engaged in losing battles...don't they need more their blood and wherever is taken will either be thrown out or compound health issues of those on receiving end?
