So Lukuvi's order violates section 33 (1) of the Land Act
This is proved when 'bwana mkubwa' publicised that the new udsm hostels have been constructed by only 10 Bil Tshs so that he could obtain the so called 'cheap popularity' and public attention that he is good at cost cutting. Which is completely a lie and he will never re-state that to the public knowingly that the truth has been revealed.
