Why Magufuli administration misses the point on Government splurge

Their argument that trashing the rule of law and good governance is necessary

As sacrificial lamb is unavoidable is a piece of garbage

First and foremost, infrastructure development which is the anchor of this regime prosper where transparency, accountability and democracy shine

This regime made very early a case of running a clean government

From beginning we knew while the aspiration was authentic but the approach was fraught with some damning blunders

The whole strategy could be summarized as a witch hunt

Senior members of the preceding administration were rounded up banded together as majipu

The problem was and still is systemic and institutional weaknesses were overlooked and patted in the shoulder

The institution which bred bad leadership were treated as untouchable

So institutional reforms behind our leadership malaise were resisted and bucked at

While the Warioba constitutional effort was a mess and had made no effort to address institutional reforms beyond legislating statutes

Ending up concocting the bulkiest document in history loaded with many unconstitutional issues which normal laws were supposed to nip and tuck

But by lumping common laws into the constitution we learnt a terrifying reality

Even the Warioba commission distrusted the parliament to legislate fairly

This is why the Warioba commission took matters into their own hands

They encroached on powers of legislation belonging to the parliament

Constitutional making boils down to laying down principles of law to be strictly adhered by everybody

But there are no principles of law in apportioning of rights to a number of players

That's parliament function

But even where the parliament was robbed of its constitution mandate we still needed to aspire to right these wrongs
