Why the constitution of tanzania is cap 2?

plz JF help me to understand this;
for what i know other laws emanate after the constitution come into operation, therefore constitution of TZ was supposed to be the first act to be enacted and passed by the parliament.my problem is why is it cap 2? and what are the procedures which used to make cap 1 i.e INTERPRETATION OF LAWS ACT.:israel:

simple logic under interpretation of laws act all laws of tanzania including constitution may be interpreted throug the aforementioned act so it is reasonable for it to be the first and constitution to be the second.
