Parliament wants ministries and State corporations to avoid starting any new projects until the ones launched under the Mwai Kibaki administration’s Vision 2030 blueprint are completed.
The agencies have instead been directed to focus on fast tracking the completion of ongoing projects, handing them a new lease of life after slowing down with scarcity of funds.
“The committee recommends that no new projects should be started except externally funded projects and/or key flagship projects under Vision 2030,” the Budget and Appropriations Committee (BAC) said in its report on the 2017/18 budget estimates that was tabled in the National Assembly last Thursday.
Struggling
Some key projects started under former President Kibaki have been struggling since President Uhuru Kenyatta’s Jubilee administration took power in March 2013 as funding priorities changed.
The Kenyatta regime has shunned some of the mega infrastructure projects that Mr Kibaki commissioned at the tail end of his 10-year rule – choosing instead to start its own.
The list of infrastructure projects that have been struggling for funding includes the Lamu Port, South Sudan, Ethiopia Transport corridor (Lapsset), the Sh56 billion expansion of Jomo Kenyatta International Airport (JKIA) and the Konza Technopolis.

In his first budget on taking office, Mr Kenyatta opted to pump significant resources into the construction of the yet to be commissioned Sh447 billion standard gauge railway (SGR).
Work on the 609km Mombasa-Nairobi segment of the railway began in 2014 and is expected to be commissioned on June 1.
Lamu berths
Mr Kenyatta, however, failed to allocate Lapsset the Sh10 billion it needed to build the first three berths of Lamu port.
Lapsset envisages a container port and a crude oil terminal in Lamu that is connected to the hinterland by roads, railway and pipeline, creating an export hub for the region.
Mr Kenyatta also failed to provide funds for the construction of the Sh56 billion JKIA Greenfields terminal, cancelling the contract that had been a warded to a Chinese firm instead.
Work on the new airport terminal was expected to start in January 2014 after Mr Kenyatta re-launched the project in December 2013.

Building of the first three berths in Lamu port has started.
Transport Principal Secretary Irungu Nyakera said 20 per cent of the work has been done and the government will allocate Sh10 billion to the port project in the next financial year.
He said the government has already paid Sh4.6 billion to the contractor while another Sh2.9 billion would be paid before the end of this year.
The PS said the project would cost the exchequer a total of Sh48 billion.
“We expect the construction of the first berth of the Lamu port to be completed by June 2018,” he said.
In an interview with the Nation in Mombasa, Mr Nyakera said building of the second and third berths are expected to be completed in 2019 and 2020 respectively.
“The government is determined to complete the construction of a second port in Lamu to supplement the port of Mombasa,” he said.
Apart from the construction of the three berths, other work going on concurrently include dredging of the channel, land reclamation, the building of a cofferdam and a causeway.
He noted that the Lamu Port South Sudan Ethiopia Transport (Lapsset) is one of the key projects the government was implementing to boost trade between Kenya and neighbouring countries of Ethiopia and South Sudan.
“Lamu port, will not only offer services to the country but also to landlocked countries of Ethiopia and South Sudan,” he said.
Mr Nyakera said the government has also set aside Sh10 billion for the construction of the Lamu-Witu-Garsen road.
The PS said the 132-kilometer road would play a role in the transportation of goods and people between Lamu and Mombasa counties
He said the government is also constructing a nine kilometre road to connect the Sh200 billion coal powered plant at Kwasasi to the Lamu port.
The coal power project, he added, would generate 1,050 megawatts and supplement power supply to the port through the national grid.

President of the Republic of Tanzania Dr. John Pombe Magufuli has ordered those signed contractors to expand Mtwara Port not to return in Dar es Salaam region, so that they can start working from tomorrow.
President Magufuli has said so in his visiting to Mtwara where he was laying a foundation stone in Mtwara Port 2 construction.
Also President Magufuli has said there is no need for all fuel to be transferred to Dar es Salaam instead fuel ships should distribute to neighbor’s areas.
About Mtwara Port 2 President Magufuli has said that he needs to see civilian from that area are employed due to the project.
On the other hand Minister for Works, Transport and Communication, Prof Makame Mbarawa has said the Port 2 that will be built will be having the height of 350 Meter and the construction will cost Tanzania shillings billion 137.5 provided by the government.
Also the Chief Director Tanzania Ports Authority (TPA) Engineer Deusdedit Kakoko has said that they decided to add another port due to the incensement of luggage that are transferred to the port, that the amount of luggage is going to increase and be 273,886 ton from 2015\2016 and reach to ton 388,000 from 2016\2017, the amount that the port could not handle because it can handle ton 400,000 per year, so this new port 2 will make relief.
President Magufuli has also ordered other banks to imitate good example from NMB Bank that is renting money the citizen so they should do the same and reduce the interest to them.
In his visiting President Magufuli has opened the building Tanzania Bank (BOT) in Mtwara that has been built for the cost of Tanzania shillings billion 31 and it’s provide central bank service in north zone area that will include Mtwara region, Lindi and some other area of Coastal and Ruvuma.
Either President Magufuli has opened 40 houses of Rahaleo resident that built by National Housing Corporation (NHC) in Mtwara for the cost of Tanzania shillings 10.5 billion, and congratulated that corporation for building houses for the citizen in different areas, and give order to Regional Commissioners and District Commissioners to make sure where NHR projects pass there is availability of social service such as water, electricity and infrastructure.
