Development of Tanzania Stigler's Gorge Power Generation Project to Start in July

By Louis Kolumbia
Dar es Salaam — The development of the Stigler's Gorge power generation project will start in July this year, raising hopes that electricity challenges in the country will soon become a thing of the past.

The project will see the construction of the largest dam in Tanzania along the Rufiji River in the Selous Game Reserve. The hydropower project will have an installed capacity of at least 2,100MW

Speaking ahead the official commissioning of the Kinyerezi II power generation project in Dar es Salaam on Tuesday, April 03, 2018, the Minister for Energy, Dr Medard Kalemani, said actual construction of the Stigler's Gorge dam will take 36 months.

He noted that currently, government was building relevant infrastructure that will simplify the project implementation.

"We are now connecting the area with electricity from Morogoro... We are also building roads to connect the area... We want him to directly start implementing the project as soon as it receives all the relevant approvals... .It is our hope that the project will be completed by early 2021," he said.

According to him, the Stieglers Gorge power generation project is expected to completely end the country's power woes and sustain local industries with electricity and sell the surplus outside the country.

Currently, said Dr Kalemani, Tanzania's power surplus stands at 200 MW.

The Kinyerezi II Project will add some 240 MW of electricity to the national grid.

The news from the responsible minister, Dr Medard Kalemani, comes after the State opened the bids for the 2100MW hydropower project in August last year and its construction will last for 36 months.

The project is expected to end electricity woes in the country and drive the industrialisation process. It will see the construction of the largest dam along the Rufiji River in the Selous Game Reserve.

He noted this during an event to launch the Kinyerezi II gas power generating plant in Dar es Salaam. President John Magufuli graced the launching. The construction work of the project, worth 344 million US dollars (758bn/), started in 2016 by the SUMITOMO contractor.

The 85 per cent of the funds (292.4 million US dollar) was secured under a soft loan agreement with the Sumitomo Mitsui Banking Corporation, and the government has financed the remaining 15 per cent of the total cost.

Dr Kalemani explained that the Kinyerezi II project was completed 45 days prior to the deadline, attributing success to the push from the President himself who directed the Ministry and Tanzania Electric Supply Company (TANESCO) to ensure the project is finished early. Furthermore, the readiness of the government to disburse funds timely, largely contributed to speed construction as it paid all 51.6 million US dollars in a lump sum.

“This had given us more impetus to finish the project before the set deadline,” Dr Kalemani stated. The Kinyerezi II followed the completion of Kinyerezi I in March 2015, noting that they are now working on finishing Kinyerezi I extension project to produce 185 MW. The government has committed 188 million US dollars to implement the Kinyerezi I extension project which is expected to be completed next January.

“We are organising ourselves to ensure that this project is also finished in time,” he pledged, noting that there were many other power projects undertaken because of President Magufuli’s efforts. In the next three or four years, Kinyerezi area alone in the city will be generating about 1,690MW from the natural gas.

Hydropower projects, citing Stigler’s Gorge whose process to start construction was in progress, and it is anticipated to begin before July this year, it will add more power thus drive industrialisation. TANESCO’s Managing Director, Dr Tito Mwinuka added that they look forward to embarking on implementing Kinyerezi III and IV which will be generating 600 MW and 450 MW respectively.

Dr Mwinuka explained that talks are ongoing with investors so that the implementation of the two projects could start in the 2019/20 financial year. Deputy Ambassador of Japan to Tanzania, Mr Hiroyuki Kubota, remarked that the quality and safety standards have been met during the construction of the Kinyerezi II.

“I am very grateful to all stakeholders involved in the project which is a symbol of Public Private Partnership (PPP) between Japan and government of Tanzania,” he said. He assured that Japan was supporting the industrial agenda of the Fifth Phase Government, and the Kinyerezi II power project proves their support.

Tanzania launches 240 MW power plant in bid to ease shortages

NAIROBI, April 5 (Reuters) - Tanzania launched a power plant this week with a capacity of 240 megawatts (MW), part of a plan to end chronic energy shortages in East Africa’s third-biggest economy.

The natural gas-powered Kinyerezi II plant, which began operating on Tuesday, was built on the outskirts of Tanzania’s commercial capital Dar es Salaam by Japan-based Sumitomo Corp using combined-cycle technology for 798 billion shillings ($353.72 million).

Eighty-five percent of the cost was covered through a loan from a Japanese bank, a Tanzanian presidency statement said.

It did not name the bank but Tanzanian newspapers said Sumitomo Mitsui Banking Corporation had provided the loan.

“We expect to complete two more projects here in Kinyerezi, which will also employ natural gas and generate 600 megawatts,” Energy Minister Medard Kalemani said, according to a statement posted on the website of TPDC, the national oil company.

The government aims to source more of Tanzania’s electricity from natural gas above the current 50 percent, authorities say.

Tanzania boasts reserves of over 57 trillion cubic feet (tcf) of natural gas, but faces periodic power shortages as it relies on hydro-power dams in a drought-prone region for about a third of its 1,570 megawatts of installed capacity.

Last year President John Magufuli said the country needed to invest $46.2 billion over the next 20 years to revamp its ageing energy infrastructure and meet soaring electricity demand.

Investors have long complained the lack of reliable power hurts business there.

Tanzania plans to boost power generation capacity from around 1,500 MW currently to 5,000 MW over the next three years, according to the country’s energy ministry.

It is aiming to launch construction of a $2 billion hydroelectric plant at Stiegler’s Gorge in July that will produce 2,100 MW upon completion in three years time.

The government is working on two more projects in Tanzania’s south that would generate 620 MW on completion, Kalemani said.

TPDC said it plans to help unlock more natural gas both for power generation for homes and businesses and for distribution directly to industries for use as a source of energy. WB dishes out 94bn/- for expansion of Nduli airport

THE World Bank (WB) will dish out loans worth 94 billion/- for the expansion of Nduli airport in Iringa Region, the National Assembly was told.

Speaking during the question and answer session in Dodoma yesterday, the Deputy Minister for Works and Communication Elias Kwandikwa said the funds would be used to extend the landing lane to 2,500 metres.

He was responding to a supplementary question asked by Rita Kabati, a Special Seats legislator (CCM) who wanted to know when the government will fulfil its promise of upgrading the airport.

Reacting, the deputy minister Kuandikwa said the expansion project of Nduli airport would also involve construction of passengers’ waiting lounge and staff houses.

“The World Bank has agreed to disburse the stated amount of loans for construction of Nduli airport which plays a crucial role for economic development in the southern highland zone,” he said.

Regarding compensation, the deputy minister said all people who have been moved out for the construction of said airport will get their money on time.

“The government has already set aside money for compensation, once feasibility study is completed all people will be paid without delay,” he added.

Speaking during an event to launch a project dubbed resilient natural resources for tourism and growth (REGROW), two months ago at Kihesa area in Iringa Region, Vice President Samia Suluhu Hassan was quoted as urging improvement of Nduli airport

“We should give first priority for the improvement of Nduli airport and infrastructures leading to Ruaha National Park to improve tourism attractions in the southern circuit, “VP said.

According to the Ministry of Works and Transport the government would upgrade more than ten airports including Nduli in order to boost the country’s growing number passengers and cargo.

Under the expansion plan, the three dilapidated airports will get new airport terminal buildings, runways and drainage systems.
