Zimbabwe's Prime Minister to Meet with Obama

By Michael A. Fletcher

Zimbabwean Prime Minister Morgan Tsvangirai is scheduled to meet with President Obama at the White House on Friday, the Obama administration announced today.

Tsvangirai, who heads a unity government with longtime Zimbabwean President Robert Mugabwe, is scheduled to meet with Obama in the Oval Office. "The prime minister, along with millions of Zimbabweans, has been working against the odds to secure a stable democratic future for the people of Zimbabwe," according to a White House announcement.

With an economy shattered by hyperinflation and years of internal turmoil caused by Mugabe's policies, most of Zimbabwe's population is unemployed and dependent on foreign food aid.

"The two leaders will discuss the difficult road ahead in Zimbabwe, including how the United States can support the forces of reform as they work to bring the rule of law, respect for human rights, and free and fair elections back to Zimbabwe," said the statement by White House Press Secretary Robert Gibbs.

Mugabe has been cornered. The only way he can save his skin is to stay in power. We una dhani akiachia madaraka tena akimuachia adui yake ata fanywa nini? Usione Mugabe na Tsvangirai wana chekeana siku hizi, that is just for the cameras.

Halafu ujue kweli mkuu.

Alikuwa hana ujanja bali kusogea pembeni. Alikuwa a total failure kwenye mambo ya uchumi!

US President Barack Obama (R) listens alongside Zimbabwe's Prime Minister Morgan Tsvangirai

President Obama announced today that the United States will provide $73 million in aid to Zimbabwe, saying the economically-wracked nation has made progress since Prime Minister Morgan Tsvangirai entered a power-sharing arrangement with longtime President Robert Mugabe four months ago.

"We've seen progress from the prime minister," Obama said, after meeting with Tsvangirai in the Oval Office.

The $73 million in assistance will not be going to the government but directly to services for citizens, Obama said, because "we continue to be concerned about consolidating democracy, human rights and rule of law."

Germany to give Harare $35m

German Chancellor Angela Merkel (R) motions at Zimbabwean Prime Minister Morgan Tsvangirai after he took position behind the German rostrum before a news conference in the Chancellery in Berlin June 15, 2009.

Germany pledged 25 million euros ($35 million) in aid to Zimbabwe on Monday and Chancellor Angela Merkel said Berlin could provide more support if the poverty-stricken country undertakes more democratic reforms.

Zimbabwe’s Prime Minister Morgan Tsvangirai has been touring Europe and the US to try to convince donor countries that his fragile unity government can rescue the southern African country from economic and political chaos.

Germany’s Development minister Heidemarie Wieczorek-Zeul said Berlin would contribute 20 million euros to a World Bank fund focused on promoting democracy in Zimbabwe, and another 5 million euros for manure and seed.

The meeting at the White House underscored the quandary Obama faces on how to support Tsvangirai’s efforts to rebuild Zimbabwe’s shattered economy without bolstering his rival, President Robert Mugabe.

“We now have a power-sharing agreement that shows promise,” Obama said, with Tsvangirai sitting next to him in the Oval Office. He praised Tsvangirai’s efforts to tackle hyperinflation that has devastated the economy and to improve the daily lives of Zimbabweans who face chronic food shortages and an unemployment rate of about 90 percent.

Tsvangirai, a former labor official and long-time opposition leader, was in Washington as part of a tour of Europe and the United States to rally support for the power-sharing government he formed with Mugabe in February after bitterly disputed elections that saw his supporters beaten and jailed.

US Still has concerns

Tsvangirai, whose government says it needs $10 billion to rebuild the economy, has been trying to get funding for his cash-strapped administration and to persuade the international community to lift sanctions. But Obama made clear that while the United States was prepared to work with Tsvangirai, it would not give money directly to the unity government because of concerns about governance.

A State Department official said U.S. humanitarian aid to Zimbabwe totalled $150 million in the 2009 fiscal year. A White House official said the $73 million announced by Obama was new money. U.S. officials previously voiced frustration about the slow pace of reforms and Tsvangirai acknowledged on Friday that while there had been progress, “there are also problems.”

Obama extended sanctions against Zimbabwe in March, targeting individuals close to Mugabe and some local companies, but he has so far declined to follow in the footsteps of the Bush administration and call for Mugabe to step down. “President Mugabe has not acted oftentimes in the best interests of the Zimbabwean people and has been resistant to the kinds of democratic changes that need to take place,” Obama said.

Critics accuse Mugabe of repressive one-party rule and international donors say they remain to be convinced that the new unity government is not simply a cover for Mugabe, 85, to extend his nearly three decades in power.

Tsvangirai’s Movement for Democratic Change has long accused Mugabe’s ZANU-PF party of using violence to maintain a grip on power, charges it denies. Arrests of MDC activists have strained the new government. But Tsvangirai told Al Jazeera television in an interview for broadcast on Friday that “there is no evidence that there is a general campaign of intimidation and violence in the country.”
