There is actually a special economic zone being built by the chinese in eldoret. The project is expected to attract about 2 billion U.S. dollars of foreign investments with the first phase consisting of a 700-acre industrial park that will house firms focusing from agro-processing to other value add industries.

It is a fully private investment by Africa Economic Zones (AEZ) and Guangdong New South Group

No any complexity on that. The cities which built by private developers are abundant in sub saharan Afrika. They are a lot in Namibia, Botswana and now Angola to name a few.

But all in all,

The Economic Complexity Index (ECI) is a holistic measure of the productive capabilities of large economic systems, usually cities, regions, or countries. In particular, the ECI looks to explain the knowledge accumulated in a population and that is expressed in the economic activities present in a city, country, or region. To achieve this goal, the ECI defines the knowledge available in a location, as the average knowledge of the activities present in it, and the knowledge of an activity as the average knowledge of the places where that economic activity is conducted. The product equivalent of the Economic Complexity Index is the Product Complexity Index or PCI.

Nigeria tried with eko atlantic but they had to come to kenya to learn how to execute projects of such magnitude. Angolan government built a a city from scratch(Nova Cidade de Kilamba ) with chinese help but it is largely empty and inactive. That is why countries across Africa come to kenya to learn how to market and attract investments into new cities.

economic complexity encompases all knowledge in economic activities in a country, city or region and the fact that Kenyans have the knowledge and skills to attain such a vibrant city means it is an addition to the economic complexity. Not just buildings but a vibrant city complete with life and industries. African countries are doing buildings not adding knowledge or productivity from those cities eg Angola, built a city but it is empty because no one can afford to live there due to the criminally low wages of angolan workers, this is an example of knowledge deficit in marketing and finance which also reflects in the overall economic complexity of angola.
