Obviously there ways [indirect taxes, presumptive taxes, etc] gov can try tax the informal sector - for some goods - manufacturers can be charged say VAT at factory - and the same somehow refunded - but there is no way you can tax so many others things they sell - for instance if you buy vegetables or mik from the local Kiosk - chance are you wont pay any tax on it. If you buy the same from super-market - you'll pay tax on it, the employees will pay taxes on their income and so will the supermarket. Chance are high you'll also buy dangerous or unsafe goods from Kiosk. The Kiosk owner may be making a whole lot of transactions - purchases & sales - that if banks or credit organisation had an idea - would be willing to loan him money to buy more stocks.

In short without belaouring this - economies ought to try to formalize their economy.
The dukas and kiosk should slowly collapse into supermarkets & malls.
The matatus or daladalas should collapse into modern transport companies.
The landlord or landlady should collapse eventually into real estate companies.
The Jua Kali welder should collapse eventually into a cottage industries that are registered and regulated.

Ultimately you want the economy that is regulated and legal. That will eventually benefit everyone - the consumers, the business owners, the gov and the economy.

Usibishe hii kitu ndugu,huijui tz,huo mfumo wa supermarket kenya ni mzuri sana katika utaratibu wa kulipa kodi,na kutathmini hali ya uchumi kwa ujumla wake.

Ukishindwa kuishi tz kibiashara,hakuna sehemu utaweza ishi.kkoo ni soko kubwa zaidi EA lakini ukienda kununua bidhaa hapo utashangaa unachokiona bidhaa hata 2/10 ndio hukatwa kodi.
 
Is that so? Huo mzigo ulitoka wapi kwani? Business permit si lazima. Most businesses are not registered companies so they cannot file returns. If the TZ economy had so much unaccounted for money it would register somewhere. Trust me it does

They are many kiosks than malls and supermarkets ...nachojua Supermarkets zote hutoa risiti za TRA ila kiosk au grocery store hazifiki 10%..huo mfano wa kwanza ..secondly kuna bandari bubu amabzo zinaingiza mizgo 30-40% ya mizigo hii walisema TPA wenyewe ..so kuna hela nying na services hazihesabiwi ..ila am not sure value yale ila ni kubwa
