No, normal HDTV doesn't support 4K resolution and video codec using in HEVC. So one will need a 4K Stb plus a 4k Tv

You only need a 4k decoder.. if it has the normal RCA Audio Video outputs which many do, you can use it to connect to even an old analogue CRT TV ... But the picture quality won't be 4K.

You can still use the HDMI output to connect to your current tv.. but the picture quality won't be 4K just normal HD.

What you have explained is known as Downscaling .... your tv will only display the image at the highest resolution

To truely experience 4k resolution you need a 4k tv + a 4k settop box.

Most importantly the decoder has to be UHD, then choose the output resolution from the decoder to suit your TV's...
