A 4K decoder is able to watch both HD and 4k satellite channels whereas an HD wilk only support HD and resolutions below it.

You may first need to educate him on what "4K" denotes.

So a 4K broadcast channel can't be viewed by a HD decoder albeit in HD res? Also, does that mean 4K decoder will upscale all channels to 4K resolution?

4k is a video quality standard. A 4k decoder can support any other standard below it, but you must also pair with a 4k enabled Tv.
