REVOLUTIONARIES: Activist Boniface Mwangi leads Kenya ni Kwetu protestors on State House Road yesterday

KENYA's top security organ yesterday launched a scathing attack on American funding for civil society. A meeting of the National Security Advisory Committee on Wednesday chaired by Cabinet Secretary Francis Kimemia said United States Agency for International Development wanted to topple the government of President Uhuru Kenyatta using activists.

The badly written NSAC statement was circulating yesterday as police yesterday broke up a low-key demonstration by civil society demanding that the government deliver on its election promises.

NSAC has asked the Ministry of Foreign Affairs to "urgently summon USAID officials with immediate effect to give more information over its plans to topple the government."

"NSAC is in possession of credible intelligent documents and information detailing how the US donor agency has consistently funded the demonstrations by activists, including demos clandestinely planned and funded," the statement by Kimemia said.

American ambassador Robert Godec yesterday said the US has been a committed partner of Kenya for 50 years. "Allegations, including those in the February 12 statement by the National Security Advisory Committee, that the Government of the United States seeks to "undermine" or "destabilize" the Government of Kenya are false," he said.

Godec said the US works with both government and civil society on security, health, education, conflict prevention, agriculture, and other areas.

"The government of the United States, including the USAID coordinates its activities in Kenya in a transparent manner and in collaboration with the government of Kenya. We have always and will continue to share information about our programs with the Kenyan government," he said.

The NSAC statement identified a Boniface M. and John G. as the the people who have been funded to destabilize the government.

It said a certain "defrocked pastor" has "been funded to concurrently make attacks and abuses against parliamentarians."

It is presumed that the NSAC was referring to activist Boniface Mwangi, former anti-corruption tsar John Githongo, and Rev Timothy Njoya.

The security committee noted that Kenyans blocked earlier attempts by USAID to topple the government through "youth revolution" of 2013.

The committee warned that further plans to destabilize the government "will not be tolerated at any costs, especially where activists are sustainably funded to tarnish the country's and leaders reputation regionally and internationally."

Yesterday's Kenya ni Kwetu demo started on State House Road was led by photojournalist Boniface Mwangi, Rev Timothy Njoya, activist Khalid Hussein and musician Eric Wainaina. They were stopped as they tried to enter Uhuru Park. Four people were arrested near Freedom Corner after police lobbed tear gas at the protesters. Mwangi jumped out of the police car when it stopped on its way to the police station.

"It's all bollocks. I have not received any money from USAID. If there is any evidence I will forever hold my silence. The government has the machinery to check my bank accounts. They are afraid of the truth and they think the only way out is to soil our reputation," Mwangi told the media later.

A 'state of the nation address' read by Njoya at the event said Kenya has one president inside State House and "over 40 million presidents outside State House." He condemned greed among state officials. He asked Kenyan politicians to go to hospital for political, moral and spiritual surgery.

Yesterday, International Centre for Policy and Conflict's Ndung'u Wainaina condemned the police for breaking the demo.

"The right to picket, demonstrate and petition is core right of freedom of expression and opinion. It is integral part of free speech. Kenyans enjoy their liberties and freedoms as birthright not governmental privilege," he said.

The government has, for a while now, been working on a comprehensive communications strategy.

The aim is to ensure effective, timely, coherent and coordinated messaging across all levels. To that end, the Ministry of Information and Communications has hosted a series of consultative meetings involving a wide variety of groups.

The sessions have involved top officials from the ministry, as well representatives of the independent media; other interest groups, such as public relations and marketing organisations, and the State House-based Presidential Strategic Communications Unit.

But the consultations seem to have been abandoned along the way. The meetings involving private sector players were discontinued and there is no feedback on whether the strategy plans drawn up are being implemented or have simply been shelved.

However, it has become increasingly evident that the government is still woefully short on the goal of clear and coherent public information. And nothing illustrates this better than the statements issued on Wednesday purportedly on behalf of the National Security Advisory Committee.

This important government organ allegedly met and determined that the American Government, through the US Agency for International Development (USAid), is planning to overthrow the Jubilee leadership. The committee, therefore, asked the Ministry of Foreign Affairs to immediately summon USAid officials to explain their activities. (READ: US agency accused of subversion)

This information was communicated through a press statement. The breach of diplomatic protocol aside, the content and tone of the statement distributed to the media beggars belief. The original statement sent through e-mail and social media, and a revised, but hardly improved, version delivered to newsrooms on a government letterhead, were received with incredulity and disbelief.

No self-respecting media house would touch those statements without establishing their authenticity. It is unbelievable that the government would make such sensational claims in a press statement notable more for its illiteracy and incomprehension than for the content.

The government has a highly qualified and competent team at the strategic communications unit. It seems highly unlikely that a statement on an issue of such a magnitude could be released to the public before getting the approval of experts specifically employed to ensure coherent messaging.

Another worrying thing is that the tone of the statement reveals a government going back to the ham-fisted ways of single-party dictatorship, when any questioning of authority was blamed on alleged dark conspiracies planned and funded by "foreign masters".

All indications are that the statement may have been provoked by the ‘Kenya ni Kwetu' protests against corruption, misrule, and creeping authoritarianism.

In the past, the allusion to foreign funding and anti-government plots was meant to justify the violent police break-up of peaceful demonstrations. What becomes apparent, therefore, is that those in charge of the State security have not read or prefer to treat with contempt the Constitution, and specifically the entrenched provisions guaranteeing freedom of speech, assembly and association.

That is where the threat to Kenya lies, and not in imagined foreign plots.

ALLEGATIONS: Secretary to the Cabinet Francis Kimemia

THE alleged plot by the United States to topple the government of President Uhuru Kenyatta was not on the agenda of the National Security Advisory Committee meeting on Wednesday, according to insider sources.

The seven person committee focused mainly on internal security issues and did not specifically discuss how the United States Agency for International Development (USAID) planned to topple Uhuru using activists.

The sources said Cabinet Secretary Francis Kimemia sent out the statement unilaterally following the Wednesday meeting at Harambee House.

The statement from NSAC chairman Kimemia asked the Ministry of Foreign Affairs to "urgently summon USAID officials with immediate effect to give more information over its plans to topple the government."

"NSAC is in possession of credible intelligent documents and information detailing how the US donor agency has consistently funded the demonstrations by activists, including demos clandestinely planned and funded," the statement by Kimemia said.

The NSAC committee consists of the Inspector General of Police, the CID Director, the NIS director, the Attorney General, Foreign Affairs PS, Immigration PS, Interior PS, Kenya Wildlife Service director, or their representatives.

The NSAC can be as few as seven but other officials can be invited where necessary. Reports from NSAC go to the Interior Secretary for the Cabinet to consider as its security docket.

NSAC is the second highest security committee and is below the National Security Committee which is the heavyweight intelligence organ.

The NSC is chaired by the President and includes the Chief of Defence Forces and the Director General of the Ntional Intellgience Service. Its proceedings are normally highly confidential.

Sources who attended the Wednesday NSAC meeting told the Star that USAID was not on the agenda, nor was it discussed. "I can tell you for sure that it was not part of the main agenda nor did it come up as AOB," said one source.

An initial release by Kimemia through social media was replaced later on Thursday by a better written version on a government letterhead.

On Thursday, the Cabinet met at State House but did not discuss the allegations against USAID. The security issues arising from the NSAC meeting touched on how to invest in security infrastructure through housing, offices, security installations and training facilities. The government wants to construct 18,000 housing and building units for the National Police Service.

The Cabinet also agreed to lease 1,500 motor vehicles and three aircraft and other security equipment per year to boost security. A motor vehicle fleet management system and a technology-based border surveillance and control system will also be put in place.

American ambassador Robert Godec rejected Kimemia's allegations on Thursday. But the biggest question,,,from me,,,is how can a Kenyan use his own money to buy
such items as dolls,,so many of them,,,from his own pocket,,it is impossible
unless you are using your money on elections.

Rev Njoya is known to have connections,,,he lives in my area and just
see his house,,with multiple guards taking care of his security,,,why
can't they use some of this money on useful things like feeding the hungry
instead of using it on useless dolls which were collected by people
to be sold later.

What did they achieve,,at last??????

Nothing but a show to their backers in the west that they
were using the money sent to them,,the right way.

The truth is,,,,,they pocket three- quarters of the money sent
and only quarter of it is used as intended.

But these foolish wazungus will never know this.

miracle will cause them to walk into their banks,,where they put their
hard earned savings,,,go and buy dolls and those other items ???????

Tell me when it happened in Kenya?????

to block Uhuru,,, from taking power in Kenya.
