You can not see things without taking politics into consideration. The last time somebody said something about Cost benefit analysis we bought A320 which we are going lose soon too, built 3 houses for about 3 million USD, and paid Dowans 30 million dollars to ship generators which we are about buy them for 60 million dollars!!
Are you sure the cost benefit analysis was done and due diligence properly done?
It is a concept easier said than done, thus, you have to properly perform independent due diligence to qualify it....

Though as far as I know ATCL have qualified engineer(s), accountant(s) etc... who will be in a good position to do cost benefit analysis etc. and make decision...
This should be internal to ATCL not even to government... and not even supposed to be a JF discussions.
