Uchambuzi wa haraka sana ni kuwa Kibaki amechukua wizara zote za "fimbo", yaani zenye udhibiti kamili wa nchi na ambazo wengine hawawezi kufanya lolote bila hizo (kama ulinzi, usalama, mambo ya ndani, fedha, nje nk), wakati Odinga kapewa wizara za "kutumwa" au "kufanyishwa kazi" (kama elimu, matibabu, ujenzi, barabara nk). Kwa hiyo bado kuna bwana (Kibaki) na mtwana (Odinga). Kuna mtego hapa, zikifanya vizuri wizara hizo za Odinga, itasemwa ni usimamizi mzuri wa Kibaki (maana ndiye mwenye wizara zote za kusimamia), zikifanya vibaya itasemwa ni uzembe wa kina Odinga, kwamba "mliyataka mbona yanawashinda"! Bado naona wana wakati mgumu huko mbele. Na ninavyofahamu ufisadi unayofanya kazi, sitashangaa wizara hizo zikikwamishwa utendaji ili Odinga na wenzie waonekane hawafai! Yetu macho! Hata hivyo nawapongeza kwa hatua hii na ninawatakia kila la heri.

There are so many bizarre things in this cabinet. The size is outrageous of course, but we knew that was coming even when PNU tried that 20 cabinet joke and the ODM tried their 30 or less gimmick. So there both sides suck.

There are so many useless ministries it is not funny. Let's start with that Public Health Ministry. That is a department in the Ministry of Health nowo called Medical Services. It is a ministry that will have some nominal budget if any and will have no impact. It is basically a flag for Beth Mugo.

Then we have Nairobi Metropolitan ministry. Already they have Local Government and NCC. Basically I see this ministry as just another flag for Kalonzo's boy Mitula Kilonzo. It is a pity what they have done to Kalonzo. Why not give Mitula the Justice and Constitutional Affairs docket where his skills can be used. Kibaki has basically skinned Kalonzo alive. Talk about betrayal. This is extreme.

Many of the other ministries could easily have been merged and we could have ended up with the desired 24. But that is water under the bridge now. I am sure the pressure against public waste is going to continue.

The big surprise for me was James Orengo as the Lands Minister. Land issues are going to dominate the next five years. Land reforms, resettlement of IDPs, dealing with stolen land, land grabbers, the Ndung'u report, idle land etc. Orengo is the perfect candidate to tackle this thorny matter once and for all.
Prof. Nyong'o as the Health Minister is a good move. Nyong'o is a hell of a good planner. He has foresight and he is probably the right person to tackle all the vested interests in that ministry. I think that was a good call for the country.

Ngilu also looks good in Water & Irrigation. She can have tremendous impact on the lives of Kenyans from every part of the country, particularly in the rural communities. It is a perfect ministry for Ngilu.

Kibaki keeps his key ministries of Internal Affairs, Foreign Affairs, Finance and Constitutional Affairs. Here the ODM goofed. They gave up the Foreign Affairs and should have insisted on Constitutional Affairs in exchange, but it seems they preferred Local Government. My take though is that the constitutional change process will be controlled from outside the cabinet. If we leave the cabinet to propel constitutional reforms, nothing will happen. Internal Affairs is theirs but I doubt they will use it again to rig elections.

The big deal for Kibaki there is keeping Finance and the strange thing is the choice of Dr. Oburu as his single assistant. As we know assistant ministers do not do much but they have direct access to information in their ministries. I don't think Kimunya is going to be a happy man having Oburu right inside the Treasury with his nose everywhere. Oburu started poorly in his first term but is emerging as a very dedicated M.P. he has been in PAC for along time and knows the operations of the treasury very well. They can't fool him around. Oburu was actually a planner inKisumu town before entering politics so he knows a thing or two about budgets

ODM got the infrastructure ministries they wanted but Kibaki could not give them Energy. That was a big win for Kibaki to protect power sector and allied as well as have a foothold on oil prospecting going on where big contracts are coming up. It is going to be upto Raila as the PM to pay very close attention to that docket and Kiraitu being a pragmatic fella is going to make sure he stays in the good books with his boss.

ODM getting Agriculture with someone like Ruto who is known to have smarts and good work ethic is a good move. Ruto knows he is under a lot of scrutiny and I think he is going to work as hard as he can to stand out in that key ministry.

I am personally going to be on the case of the Fisheries guy. That ministry could transform lives in Western Kenya ( Nyanza, Busia), the the Turkana area and at the Coast. In the past the Fisheries docket was basically ignored and yet the income generated from fisheries is huge and can even be doubled if some fresh ideas and resources are brought to bear.

Overall the size of the cabinet ruins anything good one might want to say about this new cabinet but from a political point of view, ODM has done very well. They have done perfect regional balancing. All their key constituencies are well taken care of. I don't know about having Omingo Magara as an Assistant Minister in the DPM. That is weird but may be there is something they know that that we don't.

The other thing ODM has done is to rope in a few independents like Onyonka, Mwau and a few others to ensure that they have the votes to protect the PM against any mischief from Kibaki and PNU. ODM now has a healthy majority with their new allies and will basically control parliamentary agenda except on issues where they need two thirds majority.

Politically Kalonzo has been smoked. They do not have a single ministry of any significance but expect Kalonzo to put a brave face but he is in a lot of trouble. Also the Uhuru move now makes it clear the myth that PNU may rally around Kalonzo in the Kibaki secession equation has now been exploded. Uhuru is Kibaki's preferred successor.

Ford Kenya is equally smoked. Wetangula stuck on to the Foreign Affairs. The best he can do there knowing the way Ford K operates is to get a few relatives some jobs in the diplomatic corps etc. Kombo is headed to the back bench. It is strange that Shoita Shitanda who is allied to ODM was given back his Housing docket.

The next big thing now is to see how these humongous cabinet gets to work for the whole country and forget their party allegiances and work as a team with so many challenges. Reconstruction is number one including the IDP issues. There is a looming food crisis in the country. The health infrastructure is a mess and already cholera is wreaking havoc in the country. We have the katiba issue as a defining agenda for the country.

The big elephant in the house of course is to see how the role of the PM fits in all that has to be done. Constitutionally Raila is now in charge of the cabinet and all aspects of running the functioning of the government. Technically Kibaki can go back to State House and just so up to chair cabinet meetings every week. The first task is going to be developing a plan of action may be a sessional paper with a clear agenda of the key priorities for the GCG and some time lines.

I know people may be disappointed but we will take it from here. There is a lot of work a head. At best this is a temporary government. The constitutional battle is going to strain it to the limits. So I can for see a lot of tremors and a lot of storm to be weathered.

James Orengo-Lands

UGENYA MP, Mr James Orengo is a lawyer and a former presidential candidate in the 2002 General Election. He went to Ambira Primary School and Alliance High School. He graduated in 1974 from the University of Nairobi, with a degree in Law.

He first went to Parliament in 1979 in a by-election. Orengo was part of the team that drafted the two Bills that created the office of the Prime Minister and paved way for the power sharing deal. He is also a member of the National Dialogue and Reconciliation Committee.



Najib Balala-Tourism

MVITA MP, Mr Najib Balala was born in 1967 and went to Serani Primary School in Mombasa and Kakamega High School. He trained in Business Administration overseas. He came into the public limelight when he became Mombasa mayor in 1998. He won the Mvita seat in 2002. He was President Kibaki’s Sports and Heritage minister for about three years before he was sacked after he teamed up with rebel ministers who voted against the Government side during the 2005 constitutional referendum.

Joseph Nyagah-Co-operative Development
ODM Pentagon member, Mr Joseph Nyagah, is an old boy of Alliance High School and has a Masters degree in Business Administration. Nyagah served as Kenya’s ambassador to the European Union for four years. He captured the Gachoka seat in 1997 and was appointed Information and Broadcasting minister in the Kanu Government. In last year’s election, Nyagah lost the Gachoka seat to PNU’s Rev Mutava Musyimi. ODM has nominated him to Parliament.

William Ruto-Agriculture

ELDORET North MP, Mr William Ruto was born at Kamagut village, Uasin Gishu District in December 1966. He went to Eldoret’s Wareng High School for his O levels before proceeding to Kapsabet Boys High School for A levels. Ruto graduated in 1990 with a BSc Degree Botany and Zoology. He was first elected to Parliament in 1997 on a Kanu ticket. Ruto served in the Cabinet for a few months before Narc trounced Kanu in the 1997 elections. Ruto later joined ODM where he was a menber of the Pentagon team.

Simon Lesirma-Assistant Minister, Provincial Administration & Internal Security

SIMEON Lesirma’s interest in politics can be traced to his days as a civil servant. He was a PS until 2002 when he joined politics. Considered to represent the minority in Parliament, the civil servant turned-politician is well known for his fight for the rights of the Samburu. In 1987, Lesirma was the Director of Aerodromes. Before joining politics he served as a PS in the ministries of Environment and Natural Resources, Finance, Livestock Development, Transport and Communication and Education.

David Musila-Assistant Minister, Defence

The Mwingi South MP and former career civil servant, Mr David Musila, rose through the ranks of the Civil Service to become a PC. He retired and plunged into politics in 1997.

Musila began his career as a DO and rose through the ranks to become the Central Province PC. He retired in 1989. He was appointed one of the temporary Deputy Speakers to help the Speaker in Parliament in the Eight Parliament (1997-2002). And in a show of confidence, the House elected him Deputy Speaker in the Ninth Parliament after the 2002 General Election.



William ole Ntimama-National Heritage & Culture

MR William ole Ntimama, 78, is one of the most experienced MPs in the Tenth Parliament. Born in 1930, Ntimama, who was a councilor and a powerful Narok County Council chairman, was first elected to Parliament in 1988 and former President Moi appointed him Supplies and Marketing minister. In 1992, he was retained in the Moi Cabinet, but in 2002, he decamped and joined Narc through the Liberal Democratic Party. He was not appointed to the Cabinet in 2003, but he was to be picked as Public Service minister in the 2004.

Omingo Magara-Assistant Minister, Office of the Deputy Prime Minister

James Omingo Magara joined politics almost by default. The former taxman stepped out of the shadows to take over the political mantle from his elder brother, Enoc Magara, who died in a road accident on the Kisii-Kisumu highway in 2001. Born on December 24, 1961 in West Mugirango, Gucha District, Magara was a civil servant. He worked at the Ministry of Finance and later relocated to the KRA where he retired in 2000 as a Senior Assistant Commissioner. He worked at the ministry of Finance.

Musalia Mudavadi-Deputy Prime Minister and Minister for Local Government

Wycliffe Musalia Mudavadi was born on September 21, 1960 in Sabatia, Vihiga District. He ventured into politics in 1989 following the death of his father, Mr Moses Budamba Mudavadi. Upon his election, President Moi appointed him minister for Supplies and Marketing. He has gone down in Kenya’s history as the shortest serving Vice-President after Moi appointed him only weeks to the 2002 General Elections.

Moses Wetangula-Foreign Affairs

MR Moses Wetangula, the Sirisia Member of Parliament, was born on September 13th, 1956. A lawyer by profession and a practising advocate, Wetangula was a civil servant before venturing into active politics. Before his nomination as a Kanu MP after 1997 General Election, he served as a magistrate and chairman of Electricity Regulatory Board. He was in Parliament as a nominated MP until the 2002 General Election.

Joseph Nkaissery-Assistant Minister Defence

NKAISSERY went to Ilbisil Primary School before joining Olkejuado High School in 1967. He later joined Kenyatta University. He dropped out of university in 1972 to join the Army where he served for 32. The legislator is among Kenyans with high ratings in international military trainings. He joined politics when he quit the military in 2002 and won the Kajiado Central seat for Kanu. He was made the Shadow Minister for Defence.

Christopher Obure-Public Works

MR CHRISTOPHER Mogere Obure is one of the experienced politicians from Kisii. Obure, now in his 60s, has served in many ministries — Foreign Affairs, Agriculture and Finance. In 1999, he was appointed Industry minister. The following year, he was appointed Minister for Agriculture and then Foreign Affairs. He will be remembered as the last Finance Minister for the Moi regime.

Fred Gumo-Regional Development Authorities

WESTLANDS MP, Mr Fred Gumo, once served as Assistant minister in the Office of the President. He started his political career in 1974, when he was elected a councilor in Kitale. He became Kitale Mayor in 1976. In 1979, he was elected MP for Kitale. His second term was cut short by a successful petition against him by the late Masinde Muliro. Former President Daniel Moi appointed him chairman of the City Commission in 1989.

Dalmas Otieno-Public Service

A MAKERERE University trained economist, Mr Dalmas Otieno brings to the coalition Cabinet a wealth of experience. Otieno served as a minister in various ministries in the former Kanu regime between 1988 and 1992. Last year he won the Rongo parliamentary seat, defeating Mr Ochillo Ayacko. Now in his 50s, Dalmas is an eloquent orator and a skilful negotiator. He is also widely experienced in Government issues.

Anyang’ Nyong’o-Medical Services

PROF Anyang’ Nyong’o was born on October 10, 1945 in Seme, Kisumu Rural. He studied Political Science at Makerere University before proceeding to Chicago University in the US where he obtained MA and PhD degrees. He first won the Kisumu Rural seat in 1992. He recaptured the seat in 2002 on a Narc ticket. In 2003, President Kibaki appointed him the Minister for Planning and National Development.

Sally Kosgei-Higher Education, Science and Technology

DR Sally Kosgei occupied the top position of Head of Civil Service and Secretary to the Cabinet under Presidents Moi and Kibaki. She was born in 1949. Kosgei went to Aldai Girls Primary School, Alliance Girls High School, The University of Dar es Salaam and then Stanford University in the US. She first taught at the University of Nairobi before moving to the Ministry of Foreign Affairs. Kosgei served as the Kenyan High Commissioner to the UK.

Kiraitu Murungi-Energy

KIRAITU Murungi, Member of Parliament for Imenti South, was among human rights’ lawyers who were targeted for detention because of their constant attacks on the Kanu Government. He went into exile in America between 1990 and 1992 and came back after the repeal of Section 2A of the Constitution and joined politics. He served as Justice and Constitutional Affairs. He was then moved to Energy.

John Michuki-Environment and Mineral Resources

MR John Njoroge Michuki was born in 1932 in Iyego, Kangema. He rose through the ranks in the Civil Service from a District Assistant in 1957 to Treasury PS and Cabinet Minister. Before entering politics, Michuki served in various boards, including the Central Bank of Kenya. He will be remembered for his tough stand when he was the Minister for Roads and Public Works.

Charity Ngilu-Water and Irrigation

CHARITY Ngilu, 56, and a mother of three, rose from obscurity in 1992 to unseat former Cabinet minister, Mr George Ndotto, as Member of Parliament for Kitui Central. In 1997 she vied for the presidency on a Social Democratic Party ticket. In 2002, the former Health minister was instrumental in the formation of Narc which eventually ended the 40-year Kanu rule.

Chirau Ali Makwere-Transport

MATUGA MP, Mr Chirau Ali Mwakwere, was born in 1945 at Golini, Kwale District. During the 2002 General Election, he tried his hand in elective politics and won. He was appointed Foreign Affairs Assistant minister and then elevated to the Cabinet as Minister for Labour. He was moved to Foreign Affairs and later Transport. He was re-appointed to the same ministry this year. Yesterday, Mwakwere retained the Transport portfolio.

President Kibaki and Prime Minister Raila Odinga demoted two ministers and sidestepped 10 MPs originally slotted for Cabinet appointments in the deal struck at the Sagana State Lodge, The Standard can now disclose.

The coalition line up unveiled last Sunday was the result of intensive consultation between the two leaders. Details have emerged of the meeting that was characterised by tense moments, horse-trading and last-minute ‘sacrifices’ by Kibaki and Raila.

So intense were the discussions that at some point, Raila would leave his seat, tired of sitting, to perch on the armrest as the two discussed the proposed list of ministers.

The talks began shortly after 11am when Raila joined President Kibaki at the State Lodge and they only took a short break for lunch before continuing with the consultations, our source said.

This went on until after 6pm.

Only presidential guards and aides waited from the fringes of the meeting. The selection was a tough game, where President Kibaki or Raila would pick a name and the two would figure out the implications and suitability of the person.

They then chose or dropped names as they tinkered with the complex national mosaic.

The Standard learnt how the fate of Dr Wilfred Machage was sealed during the deal at Sagana — he is from Nyanza, an ODM stronghold, and he became a casualty so as to accommodate more party MPs.

Agreements and sacrifices were made to balance the Cabinet on regional and gender basis, although loyalty was preferred to ability.Those dropped

The MPs originally slated to join the Cabinet on the ODM list, but later missed out were Mr Chris Okemo, Mr Calistus Mwatela, Ms Lornah Laboso, Mr George Khaniri, Mr Omingo Magara, Mr Alfred Sambu, Mr Aden Duale and Mr Orwa Ojode.

However, Khaniri, Ojode, Laboso, Duale, Magara and Mwatela were appointed assistant ministers.

Sources said Okemo was too senior to be named an assistant minister, a position he would most likely have turned down having served in the prime dockets of Finance and Energy in the Moi regime.

In Coast Province, Mwatela was dropped from the ODM list since Kibaki retained Special Programmes minister, Dr Naomi Shaban.

Raila instead seconded Mwatela to the list of assistant ministers. In the South Coast, Kibaki retained Transport minister, Mr Ali Mwakwere, as a reward for what analysts said was loyalty.

But the President concurred with Raila to appoint a minister from the North Coast, Mr Jeffer Amason Kingi of ODM, who assumed the East Africa Community docket, taking over from Machage.

In the same province, ODM Pentagon member, Mr Najib Balala, was automatically appointed Tourism minister. All Pentagon members were named to the Cabinet to fulfill a pre-election agreement.Rift Valley

In Rift Valley, it was difficult for the two principals to make a quick decision. There was pressure to have Mr William Ruto excluded, but ODM threatened to pull out of the deal should that be the case.

"We spent a lot of time bargaining over the Rift Valley appointments. Again, we made hard choices that would please all," said Raila.

Laboso, the Sotik MP, was to be made a full Cabinet minister, but Roads minister, Mr Kipkalya Kones, the Bomet MP, is her immediate neighbour, and so she missed out despite gender balance concerns.

However, the Kipsgis, the biggest voting bloc in the Rift Valley, was rewarded with two Assistant ministers — Laboso and Mr Charles Keter.

Laboso’s Cabinet slot was, therefore, taken by Prof Hellen Sambili (UDM) of Mogotio to cover the gender balance in the Rift Valley.

Since President Kibaki had appointed five others MPs on the PNU side to the Cabinet, he had to sacrifice Kamama (Baringo East) to accommodate more ODM ministers.

Rift Valley PNU ministers include Prof George Saitoti (Internal Security and Provincial Administration), Mr John Munyes (Labour), Dr Noah Wekesa (Forest and Wildlife) and Mr Samuel Poghisio (Information and Communication).

The Nandi got the lion’s share following the appointment of Tinderet MP, Mr Henry Kosgey, as Minister for Industrialisation on the grounds that he was the ODM chairman.

In the same district, Aldai MP, Dr Sally Kosgei, was appointed Higher Education, Science and Technology minister on the basis of experience as Head of the Civil Service and a diplomat, as well as gender balance.

Her contribution in the National Dialogue and Reconciliation, popularly known as mediation talks, also came in handy.

ODM also proposed Narok North MP, Mr William ole Ntimama, one of the longest-serving MPs. He was appointed Minister for National Heritage and Culture. He takes care of the wider Maasai vote.

Mr Joseph Nkaissery was named Defence Assistant minister, while Mr Simeon Lesirma, the Samburu West MP, was named Internal Security assistant minister.

Ruto got the prime docket of Agriculture, which has 22 parastatals.Tricky balancing

Raila confirmed to The Standard that the tough decisions were made in view of the fact that PNU had already 17 serving ministers and only wanted to accommodate ODM for regional balance.

Raila said those appointed assistant ministers were capable of serving as ministers and urged them to be dedicated to their duties.

"No one got the better of the other," Raila said and asked Kenyans to support the Cabinet.

In Nairobi, with just eight constituencies, three MPs, including Raila, are in the Cabinet. The others are assistant ministers, but two constituencies, Kamukunji and Embakasi, have no MPs as they await by-elections.

ODM and PNU, however, picked a minister each from the province. PNU picked Public Health minister, Ms Beth Mugo, on gender basis, while ODM settled on Mr Fred Gumo as the Minister for Regional Development.

Evangelist-cum-politician, Ms Magaret Wanjiru, was appointed Housing Assistant minister.

In Eastern Province, PNU had already accommodated Vice-President, Mr Kalonzo Musyoka, of ODM-Kenya, and added Mr Mutula Kilonzo as Minister for Nairobi Metropolitan Development.

Nithi MP, Mr Kareke Mbiuki, of Kanu was named Assistant minister for Agriculture.

ODM picked Kitui Central MP, Mrs Charity Ngilu of Narc, to the Cabinet and was appointed Water and Irrigation minister.

Mr Kiraitu Murungi retained his powerful Energy docket.

Central Province, PNU’s stronghold and President Kibaki’s backyard, got six Cabinet ministers: Deputy Prime Minister and Minister for Trade, Mr Uhuru Kenyatta, Justice, National Cohesion and Constitutional Affairs minister, Ms Martha Karua, Mr John Michuki who was moved from the Roads and Public works docket to Environment and Minerals.

Others are Ms Esther Murugi of Nyeri Town who was named Minister for Gender and Children Affairs.

In Nyanza, ODM got the leeway and appointed Mr James Orengo (Lands and Settlement), Mr Dalmas Otieno (Public Service), Mr Otieno Kajwang’ (Immigration and Registration), Prof Anyang’ Nyong’o (Medical Services) and Mr Chris Obure (Public Works).

Magara missed the Cabinet because PNU had already appointed Prof Sam Ongeri, the Education minister, from the Kisii region.

In Western Province, Okemo missed the Cabinet on grounds that the Attorney-General, Mr Amos Wako, comes from the same constituency — Nambale.

ODM rewarded Funyula MP, Dr Paul Otuoma, with the Fisheries docket.

Hamisi MP, Mr George Khaniri, missed a Cabinet slot because the Speaker of the National Assembly, Mr Kenneth Marende, and the Deputy Prime Minister and Minister for Local Government, Mr Musalia Mudavadi, are from the same region.

Webuye MP, Mr Alfred Sambu, who beat Ford-Kenya chairman, Mr Musikari Kombo, in the polls missed the Cabinet because PNU had already appointed Foreign Affairs minister, Mr Moses Wetangula, from Bungoma.

In North Eastern Province, ODM found if difficult to allocate more Cabinet slots to neighbours of Deputy Speaker Mr Farah Maalim.

Mr Ibrahim Elmi (Wajir East) was appointed Minister for Development of Northern Kenya and other Arid Lands.

Other MPs from the same region were appointed assistant ministers because PNU had already picked Defence minister, Mr Yusuf Haji from Ijara.

Kenya’s Grand Cabinet takes office

Kenya’s Grand Coalition Cabinet has been sworn into office, seeing Raila Odinga take office as the second Prime Minister in the country’s history.

The Cabinet, with a total of 41 ministers in addition to the President and the PM, is also the largest ever in Kenya’s history.
The ceremony at State House, Nairobi, was witnessed by the chief mediator in the peace making process, Mr Kofi Annan and several diplomats. Also at the ceremony was Uganda’s President Yoweri Museveni, who is the current chairman of the East Africa Cooperation that brings together Kenya, Uganda, Tanzania, Rwanda and Burundi.

Mr Odinga, who was first to take the oath of office, first swore allegiance to the presidency as a member of the Cabinet then took another oath as PM, undertaking to “counsel and advice” the President.

Next in line for the swearing in were Mr Odinga’s two deputies, Mr Uhuru Kenyatta and Mr Musalia Mudavadi. In addition to being Deputy PMs, the two also have ministerial portfolios, with Mr Kenyatta being responsible for Trade while Mr Mudavadi is responsible for Local Government.

Speaking after the ministers were sworn in, Mr Annan reminded them that the work was not over yet and asked them to work to ensure the Cabinet served Kenyans.

“Many have talked of the size of the Cabinet, but what is important is that we do have a Government and make it effective, cohesive and productive,” he said.

Mr Odinga said he was happy to take the office of PM and was looking forward to serve Kenya in the new Coalition Government.
“We have been to hell and back. Never again in our history should we return to those times,” he said.

President Museveni said Kenya had been “sick”, but “medicine” was now found: “It is now upon you to use the medicine well.”
He said African countries must change their approaches to growth by pursuing social transformation so as to have more people relying on industry and service sectors as opposed to agriculture.

Kabla ya uteuzi wa baraza la mawaziri almost kila mkoa ama kila jimbo lilikuwa linaendesha kampeni za chini chini ili waweze kupewa nafasi nyingi za uwaziri kwa kutumia vigezo tofauti. Kenya imetawaliwa na mgawanyiko wa kikabila na kimajimbo na hivyo kuwa na common goal ni ngumu sana na siku zote watabaki wakigombana kwamba kabila/mkoa fulani unapendelewa kwa kuwa na mawaziri wengi/PSs wengi ama CEOs wa mashirika ya umma wengi na mengineyo.

Fallout looms over Cabinet positions

The likelihood of internal rebellion in ODM and PNU over dissatisfaction with the distribution of ministerial positions took a new turn at the weekend, with MPs threatening to form new political parties.

President Kibaki (PNU) and the Prime Minister, Mr Raila Odinga (ODM), could face major fallouts in their parties over regional balance in Cabinet appointments.

This emerged even as the two leaders prepared for a crucial meeting on Tuesday to address the plight of thousands of displaced people still marooned in camps in various parts of the country.

The grumbling went a decibel higher at the weekend with an outpouring of anger in the South Rift. This painted a worrying picture of what lay ahead of the historic coalition Government.

Outbursts

On Saturday, five MPs from the Kipsigis community held a second meeting in Kericho within a week and announced that they were considering an alternative party through which they would seek future coalitions.

MPs, Dr Julius Kones (Konoin), Mr Isaac Ruto (Chepalungu), Mr Franklin Bett (Bureti), Mr Magerer Lang’at (Kipkelion) and Mr Zakayo Cheruiyot (Kuresoi), and former MPs, Mr Paul Sang and Mr John Terer, also attended the meeting.

But the protests were not restricted in the Rift Valley — they were loud, too, in parts of Nyanza and Western, where leaders said their communities had been short-changed by PNU and ODM in the distribution of Cabinet slots.

In Kisii, MPs, led by Mr Walter Nyambati (Kitutu Masaba) and Dr Richard Monda (Nyaribari Chache), let fly another round of outbursts, this time directed at President Kibaki with accusations that he had short-charged the community.

They argued that having defended and remained loyal to the party during the hotly contested presidential elections, the Kisii deserved at least two Cabinet slots from PNU.

Monda said ODM was also to blame for sidelining the community, even after the party got a huge chunk of the region’s 700,000 votes in Kisii.

Budalang’i MP, Mr Ababu Namwamba, told Raila to get in touch with grumbling ODM MPs who missed out on Cabinet appointments and assure them that all was not lost and that their grievances would soon be addressed.

"We have many other opportunities and all is not lost for the MPs who missed Cabinet appointments. That is what our PM should tell them now," said Namwamba.

In western Kenya, MPs took stock of the benefits they had got by seeking pre-election partnership with the PNU.

A major split emerged in Ford-Kenya as well, with party MPs failing to agree on whether they should continue supporting President Kibaki or not.

MPs, Mr Eugene Wamalwa (Saboti) and Dr Eseli Simiyu (Kimilili), lashed out at the President, accusing him of giving Western Province a raw deal even after the region made huge sacrifices to support PNU.

Eseli said Kibaki had committed a "serious crime" against Ford-Kenya, adding that "someone like Eugene Wamalwa should not have missed from the list of PNU ministers or Assistant ministers".

On his part Wamalwa, noted: "Ford-Kenya has stood by Kibaki since the time the late Vice-President Michael Wamalwa decided to shelve his ambition and support him for the presidency but he (Kibaki) has not reciprocated."

But Ford-Kenya Chairman, Mr Musikari Kombo, Foreign Affairs minister, Mr Moses Wetangula, and Assistant minister, Mr Bifwoli Wakoli, however, defended President Kibaki, saying PNU had rewarded Western Province much more than ODM had done.

"Ford-Kenya received three Cabinet ministers and an Assistant minister, while the province received only five ministerial positions from ODM although it gave the party 19 MPs," said Wetangula.

Individual MPs from other parts of the country, while acknowledging that there was no regional balance in the picking of the coalition Cabinet, attempted to interpret the meaning of the coalition and what it portends for the future.

Fisheries minister, Dr Paul Otuoma, claimed that ODM’s decision to share the spoils with PNU in the grand coalition was only "a tactical retreat".

The first-term Funyula MP, who floored former Vice-President, Mr Moody Awori, in last year’s elections, said ODM’s decision to join Government was not cowardly, but a gesture to avert anarchy in the country. "Who in this country doesn’t know the truth about the presidential polls? Our party boss, Raila Odinga, won the elections outright and the logical thing would have been for ODM supporters to demand the presidency," said Otuoma.

Stop the talk

Meanwhile, the Central Organisation of Trade Unions (Cotu) joined the debate and called on MPs who failed to get Cabinet appointments to stop complaining and work for the people.

Cotu Secretary-General, Mr Francis Atwoli, said not all MPs could be appointed to the Cabinet, and that some had to remain ordinary MPs.

He said trade unionists "fully supported" the Grand Coalition Cabinet.

"We are ready to work with it. Those who were not appointed should stop complaining and concentrate on development issues," said Atwoli.

The Catholic Church also added its voice, saying although the coalition Government had restored peace, a lot more needed to be done to seek lasting solutions.

They said the focus should shift from who was left out of Government to what the Government needs to do to move the country forward.

The bishops demanded the involvement of religious leaders in mediated talks as the country tries to get its footing after the post-election chaos that nearly tipped the country into the abyss.

"Let our political leaders come out, involve us and let us look for solutions together," said retired Nairobi Archbishop, Ndingi Mwana a’ Nzeki.

The bishops, who were drawn from 25 countries and congregated at the Holy Family Basilica, Nairobi, said the coalition Government did not mark the end of problems.

"Problems in this country are known to everybody. Let us join hands together and solve them once and for all," said Ndingi.

The clergymen agreed with former UN Secretary-General, Dr Kofi Annan’s sentiments that a lot remained to be done in seeking solutions for problems bedeviling the country.

The bishops were drawn from South Africa, Kenya and the US, among other countries.
 
South Rift leaders threaten to quit ODM

Five MPs and more than 100 councillors have threatened to withdraw support for ODM over Cabinet appointments.

The leaders from the South Rift accused Prime Minister, Mr Raila Odinga, of sidelining the Kipsigis.

"The community got a raw deal in the appointments," the leaders said in a statement read by Chepalungu MP, Mr Isaac Ruto.

Speaking at Tea Research Foundation, Kericho, on Saturday, they called for a political party for the community.

Konoin MP, Dr Julius Kones, said the community would use the by-elections in Ainamoi and Trans Mara to stamp their authority.

Among the MPs at the meeting were Mr Franklin Bett (Buret), Mr Magerer Lang’at (Kipkelion) and Mr Zakayo Cheruiyot (Kuresoi).

Former MPs, Mr Paul Sang and Mr John Terer, also attended the meeting.

The leaders said they held Raila responsible for shortchanging the community.

In the region, only Bomet MP, Mr Kipkalya Kones, is a cabinet minister (Roads), while Mr Charles Keter (Belgut) and his Sotik counterpart, Mrs Lorna Laboso, were appointed assistant ministers in the ministry of Energy and office of the Vice-President respectively.

On Thursday, ten MPs from the Rift Valley raised concern over Cabinet appointments, saying they were shortchanged.

Meanwhile, Budalang’i MP, Mr Ababu Namwamba, has asked Raila to contact ODM MPs who missed the appointments and assure them that all was not lost.

"We have many other opportunities and all is not lost for the MPs who missed Cabinet appointments. That is what our PM should tell them now," said Namwamba.

The MP, who is also the ODM Parliamentary Secretary, said legislators were concerned with the disquiet in the party over Cabinet appointments.

"Not everyone can be a minister. There are other roles we can play as MPs," said Namwamba.

Several PNU MPs have also complained that they were shortchanged.

Namwamba said there was need for Raila to talk to the party MPs.

The Kuria also claim they were shortchanged following the demotion of their MP, Dr Wilfred Machage, from minister to an assistant.

A group of leaders from the district, led by Mr Chris Gibagiri, said they were contemplating withdrawing their support for President Kibaki for allegedly embarrassing them.

Speaking in Nairobi, Gibagiri who lost to Machage in the last elections said Machage should not have been a sacrificial lamp.

"Why did they rob the Kuria after Machage had served for only five months" asked Gibagiri.
