Most of our largest export by value are arglicultural products, most of our imports by value are fuel,machinary, vehicles electronics... as you can see, those two categories (Imports Vs Exports) have no relation with each other..... i.e we export what we have and import what we don't have or what we need to make to make other things that we don't have!
For e.g, Clinker is an essential ingredient of making Cement but its not available locally, and as such, it is one of the top import products at the Mombasa ports conventional cargo terminals....

Another example is Products like Biscuits, candy, Yogurt, milkshake and all kinds of sweetened products need industrial sugar which countries in EAC are planning to start local production but currently no country produces it for the required capacity... and as you know Kenya is be biggest producer of such products that require industrial sugar so our import of that product in order to produce finished product would be a large bill... But guess what? 90% of those finished products are consumed locally because we have a big appetite for them and we have a bigger consumer market therefor we import the ingredients for making them but we end up never exporting the finished products for us to earn the foreign exchange that would balance our imports!

Why would Tanzania import things that it doesn't need or for which the local consumption demand is low? If fewer people are buying cars or electronics in tanzania compared to Kenya, why would Tanzania import more of these products mire than the local consumption demand? Kenya's import values are high because the local consumption of the things we import is high which isn't this case with Tanzania.
You still don’t get it? Even if 100% of our imports were raw materials, raw materials do not automatically result in exports. Raw materials can be imported and utilized for the manufacturing of products for domestic use.
