Upungufu wa kilichopangwa vs kilichopatikana.
Kwa muktadha wa maelezo ya Kamatia ya Fedha ni kwamba Kuna upungufu(nakisi) lakini Kuna improvement kwamba nakisi haiongezeki Bali inapungua so ni ishara ya mafanikio.
Mfano kwenye Bajeti nakisi inayokubalika kitaalamu ni ambayo haizidi 6% .
