What do you need for you to understand the difference between 'Visa-free' and 'Free Visa' ?

Visa-free : No Visa is required. You can just take a flight to South Africa and enter. (Kenyan government officials)
Free-Visa : Visa is required. You have to apply and be granted a Visa. But you are not charged any Visa fees. ( All Kenyans, for visits shorter than 30 days.)
