Can TISS be catalysts who alter the government actions but do not take part in the actions themselves?

I hope in tanzania TISS take part in the government decision though they are supposed to be catalysts only. Is the the reason why the opposition parties particularly chadema can't face free and fair election?

If this is true why don't we reform our constitution to cover up this loop hole.

Issue is not tiss, what we have to change is corrupt system that has been rooted every crucial department ,and this cannot be uprooted by constitution but by the massive patriotic education to everyone citizen in our nation no what idiology,religion, or political parties. Let do together , together we can.
