They actually are!
It's actually the orgasmic nature of the excitement shown by your people, that makes me question the sanity of most Kenyans (pun intended). The story goes like this:
NEPAD has a short term goal of realizing the Great North Trans African Highway goal. So they ask the AfDB (which is EU's money) to facilitate funding to the countries that have cities lying on the proposed highway, to build or expand their messed up highways.
GOK of Kenya asked JICA for funds to conduct feasibility studies, send back the results and get the loan. So you start with Nairobi - Thika, then there's money for Isiolo-Moyale and Athi River - Arusha.
Ethiopian government gets money for Ageremariam - Moyale and GOT gets money for Babati - Singida. That will make the Northern corridor of the whole project. The Southern corridor has money too, but this has to begin with Botswana and Zambia.
This thing started in 2005.
I know these projects will be used to praise politicians and subsequently win elections, and also - as you intellectually concluded - measure the country's creditability.
