You can choose to look at it from that angle, Or you can look at it from this angle---->>> That most of our countries couldnt affored to caugh up money for any single mega project that we ourself wanted to.... I mean how will it sell to, e.g Kenyan Citizens when a government were to budget more money in one single project than what they budget for lets say Min. of Health?
Examples of thika road, the moyale road to ethiopia,SGR from Mombasa, Lapset project to Lamu.... These are all roads that the governt of Kenya wanted to build in the 70's but they ciuldn't afford to, So when banks like AfDB came to be and when other lending bodies like JICA and WB becane more flexible to us because of improved economy and credit rating it was possible for us to start borrowing big money for big projects and as for Kenya in 2008 we took all those unbuilt projects and revised them and put them in one package called vision 2030, If you read the blueprint there you will see most of Kenyas mega projects are in that blue print, if you do some more digging, you will find out that most of them were supposed to be built very long time ago... so they are not some random project bieng build just because some guy at afdb has recommended

The legislator said the project should have been accomplished in 1998 but has been experiencing delays just like other mega projects that took long before they were realized.
“We seem to have issues with this mega projects in this nation.
The standard gauge railway was to start in 1975. Thika super highway was to be constructed from as early as 1970’s. We trust this one will soon be finished,” the MP said, adding that the project’s viability study will be assessed.
