Parliament's Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has raised concerns over apparent discrepancies in the construction of the Shs20.2 billion Kyambogo Training Facility, after a physical inspection revealed that several items paid for under the project could not be accounted for.

The committee found that the project was paid for based on a Bill of Quantities (BoQ) indicating 28 windows and 22 doors, but inspectors on site counted only 17 windows and about a dozen doors. Members were also informed that a gatehouse valued at Shs15 million, which appeared in project documents, was nowhere to be seen.

The discovery prompted tough questions from legislators, who demanded explanations for the apparent mismatch between what taxpayers funded and what was actually delivered on the ground.

Committee members questioned whether the missing items were omitted during construction, removed after completion, or if payments were made for works that were never undertaken. The lawmakers expressed concern that public funds could have been lost through poor supervision, inflated project claims, or possible mismanagement during implementation.

The findings add to growing scrutiny of government infrastructure projects, where discrepancies between approved budgets and completed works have repeatedly attracted criticism from auditors and Parliament.

COSASE is expected to seek further accountability from the responsible officials and contractors as it pushes to establish what happened to the funds allocated for the unaccounted-for windows, doors, and gatehouse.
