Mama hafanyi kazi kwa mihemko serikali ina njia zake za kuwawajibisha watumishi wa uma. Kuwajibishwa sio mpaka wewe usikie Raisi akiongea kwenye vyombo vya habari kumwajibisha mtu na ukiona hivyo ujue mtawala ni mdhaifu na anatafuta support ya wananchi. Mama yeye anatumia kalamu tuu sio mdomo.
 

Sawa tuendelee kumuunga mkono mama. Lakini sio kwa Tanzania hii tunayoishi mambo yataenda bila samia kua mkali. Muda ni mwalimu, wengine tunaandika tu maoni na ushauri mkiona unafaa poa, haufai napo poa maisha lazima yaende
 
kwani tender kubwa kama hizi unadhani hazitakiwi kuonyesha uwezo wa kuendeleza mradi pindi mteja anachelewa kulipa? Au unataka kusema wanalipwa kwa certificates? Hapana bwana kuna uzembe mahali na IMHO ni usimamizi wa TRC!
Hivi unajua maana ya design and build contract? Ina maana unalipwa kwa certificate kadri unavyo design michoro na kupitishwa. Serikali ilifanya ivyo kwa nia yakupunguza gharama nakuweza kulipia miradi taratibu. Hii inaiwezesha serikali kufanya miradi mingi kwa wakati mmoja.

Serikali ingesema iufanye mradi wote kwa pamoja isingekuwa haina pesa za kumlipa mkandarasi at once(kwa mala moja) na wangelipwa fidia kubwa kwa ucheleweshwaji wa malipo. Pesa ya mobilization tu ingekuwa nyingi zaidi kulipa kwa mkupuo kutokana na ukubwa wa mradi. Nakuilipa at once kwa serikali isingeweza. Tunachofanya nikukusanya pesa na mkulipa mkandarasi. Ndo maana kila mwaka wa bajeti kuna pesa ya SGR uwa inatengwa. Atuwezi kuitenga yote at once. Ili utumize ilo na kuweza kuifanya miradi iende haraka uku ukiwa hunapesa yote kwa pamoja ya kutosha ndipo inatubidi tuweke Lots nakulipa kwa certificate. Magufuli alikuwa na akili sana. Alijua hana pesa yakufanya mradi wote kwa pamoja na ndomaana akaja na system ya "design and build". Design and build inakuwezesha kulipa kwa certificate na kutumia njia ya lots..Nikuulize labda. Not necessarily, Rotterdam and Hamburg Marshalling yards and all massive yards around the world including Antwerpen r outside the port connected with rail lines or even long canals that allow barges to sail!




FYI:
That Kwala dryport and Ruvu marshalling yard location is strategic to even serve cargo from Bagamoyo port when built in the future! The plan is all the port users from Zambia, DRC, Rwanda, Burundi and Uganda will be collecting cargo from Kwala dry port in case of trucks while shunted to block trains incase of SGR!

To be fair enough huwezi kufanya shughuli za cargo sorting n shunting for inland block trains on berths of busiest ports in the World!

There is no single thing that SGR Kunyaland can brag against SGR Tanzania's design!
 
Proper SGR marshalling yard needs at least 2.5 km. Kumaanisha you have to sacrifice your whole 3 km to have a proper marshalling yard for your shit SGR [emoji23][emoji23][emoji23]
