A government does not operate like a commercial entity. Governments build things for the public good, not by looking at the profit prospects.
The SGR train will contribute more to the economy indirectly in terms of new opportunities, opening up new towns, skills, time saved, etc.
If the government operated the way Ndii thinks, then it would never build roads unless they are toll roads. It would never build hospitals unless they are profit-making.. etc.

1. Pay our debts religiously
2. Pay salaries without failure (the highest in the region)
3. Run hospitals, schools, police, army etc.

You are missing the point. You should red the provided evident documents thoroughly. You are totally right that it was not supposed to be a commercial thing, that is, it was supposed to be built with profits not being a priority like any typical government project to serve the people including businesses. However, the point you missed and I quote is that the "Kenya SGR project was sold as a commercially viable project". That means, the expectations of profits was prioritized before other expectations.

You say the SGR was not built to make profits. True as in it's what it's expected. However, the government and contractor performed study and implementation of the SGR as a commercial project with expectations that it will bring profits.
