Listed below is detailed summary of the procedures, time and costs to build a warehouse -including obtaining necessary licenses and permits, completing required notifications and inspections and obtaining utility connections.

The information appearing on this page was collected as part of the Doing Business project, which measures and compares regulations relevant to the life cycle of a small- to medium-sized domestic business in 183 economies. The most recent round of data collection for the project was completed in June 2010.

  1. Obtain location plan from City Council, Ministry of Lands
    Agency: City Council (Ministry of Lands) - Takes 7 days and costs Tshs 5,000/=
  2. Obtain certified copy of the land rent receipts from the Internal Revenue Authority
    Agency: Internal Revenue Authority - Takes 7 days and no costs are involved
  3. Obtain geological survey

    Additionally, companies as of second half of 2008 have to submit a geological survey along with application for building permit at the City Council. This comes at additional cost to businesses. It costs TZS 8,000,000, and takes on average 20 days to complete. This takes place simultaneously with another procedure.
  4. Obtain building permit

    The documents required for obtaining a building permit are the following:
    - Architectural/engineering drawings and calculations, including site layout and location plans, plans, elevations, sections of the building including storm water drainage, fire protection, driveways and parking.
    - Title deed showing ownership.
    - Receipts of payments of land rents and other statutory fees.

    Four copies of the documents must be submitted to the City Council for planning approvals and obtaining the building permit. The City Council distributes three of the copies of the files to the Health Department, Fire Department, and Planning Department, and retains a copy for itself. Each of these entities must approve the project. To speed the approval, BuildCo should follow up with each of these departments directly. After these departments grant their approval, the city engineer approves the plans, and then the City Council must approve the application. This last approval can take around 3 months because the City Council does not meet often. You will spend TZS 300,000/=

  5. Request and receive pre-construction inspection from the City Council officers

    BuildCo must notify the City Council 7 days before beginning construction, and within those 7 days City Council officers should perform the inspection. BuildCo should provide transport for City Council officers to and from the site to speed the process.

    Following the devastating collapse of 10 storey building, the regional directorate of Dar es Salam has undertaken several ad hoc measures to ensure safety and security of citizens. This has led to increased requirements for notification of commencement of construction works. Now companies have to submit a formal letter explaining the parameters and specifics of projects. However, it led to backlog and delays by 2-3 weeks of inspections that have to approve the site before works begin. No charges involved

  7. Request and receive foundations work inspection from the City Council officers
    Builder must provide transport to City Council officers to and from the site.

  8. Request and receive concrete work inspection from the City Council officers
    1 day, no charges

  9. Request and receive slabs work inspection from the City Council officers

  10. Request and receive roof work inspection from the City Council officers
    1 day, no charges

  11. Request and receive inspection from the fire department once construction is completed
    1 day, no charges

  12. Obtain approval of the building from the fire department upon completion
    After receiving the inspection from the Fire Department, BuildCo receives a certificate from the Fire Department. That certificate is necessary to obtain an occupancy permit from City Council.
    Takes up to 14 days, no charges.

    Takes up to 30 days, no charges (you can do this simultaneously with other procedures)

    Takes up to 3 days and you will need to pay up to TZS 60,000/=

Mkuu, thanks for the credible info. Apart from devastating bureaucracies that causes delays to well wishers of building construction project these are very sound procedures which could bring about secured and an array of balanced products in construction industry although it is very funny that if you develop in an unsurveyed area where urban planning has never taken its cause you dont need to go through all these healthy procedures, I wonder why the government does not take trouble to control the situation whereby people will wish to develop in unplanned/unsurveyed areas. I suggest policies should change.

Thanx mkuu. Procedures ni zuri sana kwani zinazingatia matumizi halisi ya ardhi ktk sehemu jengo lilipo.Lakini mambo yalivyo ni kinyume kabisa na hizo procedures. Mfano ili upate kibali cha ujenzi maeneo ya kariakoo, unatakiwa u-provide parking ndani ya eneo lako.unaweza kuwa basement ama floor ya chini au juu.So michoro itakayopelekwa city itaonyesha kutakuwa na parking pindi jengo litakapo anza kutumika. Sote ni mashaidi hakuna jengo (jipya) lenye parking pale Kariakoo.

So City wanatakiwa wasitoe kibali cha ukazi (Certificate of Occupance) kama design ya kuombea kibali ikipishana substancialy na existing design.

Pia kama sheria itafuta kwelikweli basi hakutakuwa na bomoabomoa ya Dr. Magufuli na viwanja vya wazi vitapatikana.

You are very right. Kwa kuongezea pia wakati architect amedesign. Matumizi ya kiwanja lazima yawe na uwiano, yaani sehemu inayojengwa na sehemu itakayokuwa wazi (plot ratio) katika site layout. Katika uhalisia wa majengo yaliyopo utakuta building imeoccupy the whole site which is against the laws, hivyo basi ni hatari sana kwa safety ya adjacent properties in case of fire and other accidents.
 
Hapo hizo gharama ni bila kuweka malipo yasiyo halali. Ukiweka sijui itafika ngapi!!
 
Nenda kaombe building permits bila kutoa kitu kidogo utaona file lako litachukua mda gani, contractors wote ni watu corrupt sana.

No Rushwa, no time wastage, every thing done overboard with no kubabaisha kama hapa kwetu.

From my above experience in rwanda,imenifanya nitamani nimfuate JK /nyalandu aende rwanada aone jinsi gani nchi inavyoboresha procedures zao ili waweze kukusanya kodi vizuri.
 
Kwa upande wa mapato ya serikali hili ni eneo zuri tu la kujiingizia mapato. Pale palipo na no charge ingetakiwa walao 100,000/= hivi. Yaani serikali inaamka kuja kukagua jengo bure tu wakati jengo lenyewe la mamilioni! Ajabu, wanaishia kurundika mgambo kufukuzana na walalahoi.

Tafadhali, does it mean that ukitaka kujenga katika planned areas lazima uwe na building permit? Tumezoea kuwa katika unsurveyed area huna building permit is not mandatory except in surveyed area even if is a planned area. Nielimishe tafadhali.
