Dr. Hildebrand Shayo

GT,
Some people have issues. This guy is trying, and working hard. What have you shown or published out there. Let us see it. It is very easy to criticise others, especially when they have produced something. I read his article, and it was not argued all that well, but still you can see what he was trying to say.

GT,

KICHUGUU,no one has doubted Dr H Shayo academic merits, what we are emphasising is,on attainment of that level and one who constantly interacts with students either by the written or spoken word, half baked grammer raises grounds for concern of one's qualifications.

Mimi sijawahi kusoma makala zake.

KICHUGUU,words fail me,but it could be bordering on systematic poor grammer, for reading his articles, you could not in a million times, guess that the writer is a honourable learned person.

Kawawa,

Its a bit dodge kwenye shule alizosoma KIlimanjaro? na Morogoro tupe majina.

Stop Biopirancy?
Using the properties of plants from Tanzania, companies in the western world are making huge profits while giving nothing to the local people. An example is the ‘Busy Lizzie' or impatiens usambarensis, one of the most popular plants among British gardeners, providing instant colour in even the most challenging flower beds. It is native to East Africa; its centre of origin is in the Usambara mountains.

The launch of a strain of ‘trailing' Busy Lizzie by the multinational biotech giant Syngenta is a classic example of ‘biopiracy', the term being increasingly used by environmental groups to portray a new form of ‘colonial looting' where Western corporations reap large profits by taking out copyrights on indigenous materials from developing countries and turning them into, for example, medicines or cosmetics. In very few cases are any of the financial benefits shared with the country of origin. Usambarensis make excellent hanging basket displays, a demand which feeds a lucrative market for the horticultural industry in the western world.
Launching the Busy Lizzie with a fanfare, the company claimed that ‘after many years of research' it had produced a plant that ‘can achieve, at maturity, trails including up to 70cm masses of large flowers throughout the summer until the first frost'. The plant retails at from £2 for a single small potted plant to over £10 for a hanging basket. In the US the impatiens usambarensis market is worth $148 million a year.

Despite admitting that such hybrids happened naturally in Tanzania, Syngenta claimed the new plant was its ‘invention' and the British authorities granted the company exclusive rights. Syngenta has applied for copyright in Europe and the US claiming that all trailing growth in crosses of usambarensis are its property including all plants, sexually or asexually produced, seeds, ovules, embryos and pollen. The copyright reveals that Syngenta obtained the seeds of the Tanzanian plant from the Royal Botanical Gardens in Edinburgh that had cultivated them ‘from a wild collection from Tanzania'. The seeds were from the Royal Botanical Gardens at Kew collected in 1982.

I reviewed the relevant Syngenta sources in search of information about how Tanzania might have benefited over the years. The only mention I found concerned a contribution of a portion of its profits from impatiens to a British hospice for ill children. Nothing at all to Tanzania's poor people. More interestingly, there is nothing to suggest or explain how the application to own the copyright of a plant originating in Tanzania was acquired without Tanzania being involved.

I am of the view that this is a classic case of biopiracy that responsible authorities in Tanzania need to look into. To date there are more than 30 examples of western medical, horticultural and cosmetic products alleged to have been ‘pirated' from Africa. An analysis of these copyrights reveals that impatiens usambarensis is one of seven granted by the UK authorities without involving Tanzania.

Even though the development of such products is widely hailed and the companies involved deny the accusations of biopiracy, there is a need to be aware of the fact that it is no longer acceptable to trawl across other countries taking what you want for your own commercial benefit. As there are internationally recognised rights for oil, so there should be for indigenous plants, resources such as tanzanite and knowledge. To Tanzania this biopiracy can be described as ‘a silent disease', it is hardly detectable, it frequently does not leave traces. Regrettably, such issues do not attract the same media coverage or public outcry as other environmental problems, such as deforestation, pollutant emissions and the threat of global warming.

A few years ago a British drug firm known as Phytopharm patented an active ingredient in a plant called hoodia found in some parts of Tanzania. This is a cactus-like plant that is used by the Hadzape people in Singida to ward off hunger before hunting trips. Phytopharm linked with Unilever are developing this as a diet drug to curb the obesity problem which is said to claim about 30,000 lives every year in the UK. Unilever has agreed to pay up to £21m to Phytopharm.

Some form of benefit sharing is what is needed. I would like to challenge Tanzanian lawyers to forge a benefit-sharing agreement that would see the local people getting a small share of any profits. It is not just in the world of medicine and horticulture but also in fashion that there is a debate over biopiracy. In 2004 British university scientists working with a US firm copyrighted bacteria that are found only in the caustic Lake Natron Rift Valley in Tanzania. When jeans are washed with a chemical made up of the microbes, an enzyme is produced that ‘eats' the indigo dye, giving them a naturally faded look. The company making this product makes more than $1million a year in sales of this detergent to textile firms.

Entering into a benefit-sharing agreement is the only way forward. In the case of impatiens usambarensis there are unanswered questions. For example who would Syngenta share the benefits with? The Royal Botanical Gardens in Edinburgh where it got the seeds? Or The Royal Botanical Gardens at Kew where the seeds had come from previously? Or The Tanzanian government - Tanzania being the only country on the planet where the plant with the trailing characteristic is found? Or a local community in Tanzania?

The International Convention on Biological Diversity that promised to recognise property rights was signed in 1994. This agreement did not prohibit the collection of indigenous material but it did recommend that agreements should be reached to share any commercial benefit that later emerges.

Hildebrand Shayo

This is an aside titled 'Biopiracy' dated 5/25/08
Wired's feature on Marc van Roosmalen, facing prison time for biopiracy, is one of the most fascinating articles I've read in a while (unfortunately, it's overshadowed by the controversial cover story.) When I first heard about biopiracy, I believed it might be one of the few areas where intellectual property is actually fair, so long as it's granted to the country of origin. But reading how it is enforced in the Brazil gave me second thoughts. Richard Stallman (of course) has some things to say about the need to free all plant life from patents.

wajomba tunaomba wasifu wake

2.That also answers the questions as to whether his doctorate is Mponjoli,et al -style.

One of the problems identified by Careers London in early discussions with the Construction Knowledge Exchange, was the awareness with Universities to help Construction students, take London South Bank University for example, although there is some information on careers in this area there are also 20,000 students at the University hence making our sector difficult to give a full priority to on it’s own. In the summer of 2006, the LDA announced a new “Opportunities” fund for Undergraduate placements and it was decided that CL and CKE should bid for this money.
In addition the CKE had been working on a pilot project with members of the Recruitment and Employer’s Confederation (REC), these firms are recruitment agencies keen to get involved with Universities for three reasons 1) To improve their relationships with clients 2) To gain future prospects who will earn money for the agencies in the future, and 3) To add to the sustainability of the workers in construction e.g. to give experience so they stay in the industry.

In order to be successful in bidding for the LDA money, CL and CKE had to write a bid document, and gain letters of support from other Universities and employers; Universities of Greenwich and Westminster, along with firms such as Systech, Mace and DTZ etc helped us with this aspect. Money from the LDA was then used to employ Hildebrand Shayo to recruit students, with CL offering a service to help with CV and pr-interviews for students.
Nadhani hilo linajieleza.

Tanzania businesses in forthcoming recession!

The warning, caution and confidence issued by Profesa Benno Ndulu, the Governor of the Bank of Tanzania that the Tanzania's economic remain strong and is likely not to be pretentious by the global financial downturn sent waves through my mind that triggered me to suggest steps that Professor Ndulu overlooked in his analysis, that could help the Tanzanian business recover from the financial gloom terrorising the world financial market.

Although the waters are still turbulent, this is now the time for renowned and professional individuals like Professor Ndulu not to undermine Tanzanian by not telling them the reality.

While the normal way of reducing risk in a portfolio during a slump is by diversifying, certain assets tend to do better than others at different parts of the economic cycle. What the world is experiencing is a de-leveraging, where all asset classes are falling in value and will continue to fall in the next two years. No doubt the world is going through a period where shares, property, fixed interest and even commodities will go down.

That said, despite slowing global economic activity and the impending recession that Professor Ndulu seem not to put into his equation, it is not all doom and gloom for business and especially for those with a long-term approach.
I would like to remind Professor Ndulu that what he needs to remember is that market volatility and the indiscriminate selling the world financial sector is witnessing or has witnessed in the past few weeks will create opportunities to pick up bargains.

I would have thought Professor Ndulu would have coded among others, things like the need for business to consider diversifying their portfolio.

While there's no escaping the fact that it's not going to be plain sailing from on-going global financial turmoil’s, and that all equity portfolios will get rocked by further short-term volatility, he should have assured business with well-insulated portfolios that those with long and proven track records will be able to overcome the slump. He should also have tried to advice the business to look to professional managers who could help them benefit through the cycle.

Stating that Tanzania financial position is fine wasn’t enough, he should have reconsidered what happened to Iceland bank were UK government is struggling to recover its money invested by its business. To state that Tanzania banks are well-positioned for the slump and that Tanzania money in the foreign account is safe and is enough to allow “business as usual” isn’t correct, because Tanzania is not an island! Is Professor Ndulu aware on what Kenya stock market is facing following global financial downturn?

Professor Ndulu should have seen the need for corporate debt that seems not to feature in his statement. To me, corporate debt is one of the first investments to recover in a slump, and many bond experts are beginning to call the bottom of the market for this sector. At the moment, yields are likely to be attractive, because interest rates and inflation will or are expected to fall which is a fantastic backdrop for any finance executive.

In any slump, there are traditional areas which are viewed as immune or defensive such as pharmaceuticals stocks and healthcare company; along with utility providers. People need medicine and power, irrespective of economic conditions. I do understand that tobacco and liquor companies that Tanzania has been using as a “model of success” following privatisation, also tend to flourish under the spectre of a protracted recession.

Nothing regarding our gold reserve was mentioned in his statement! Gold
at times of financial crisis, is looked upon as a safe haven for distressed investors rocked by faIling share prices. In the current extraordinary circumstances, Professor Ndulu should have told Tanzanians where this asset class is going or taking Tanzania?

My view is that gold is a long-term story underpinned with supply and demand drivers that he might deliberately omitted in his statement. Does Professor Ndulu recognize that gold price has been rocky in the current crisis? Last year the gold price was $667 an ounce and it rose to a peak of more than $1000 on March 17th 2008. As price now remains choppy, what is the position of Tanzania that is said to produce a lot of this precious metal among gold producer in the world?

While I am not sure if BOT, that Professor Ndulu is the Governor will bail out private owned banks in Tanzania or nationalise part of them, make me speculate what a business need to do in Tanzanian context ?

I think, business needs to be careful not to be too defensive in the current slump. In a way, looking at a cynical portfolio after values have already fallen is a bit like locking the stable door after the elephant has already bolted.

To the business I think, it's important not to lose sight of your long-term objective, try and have the asset mix which is most likely to give the return you are looking for. If as a business you are too defensive now, you will risk missing the upturn when it happens.

Professor Ndulu should have encouraged the business to seek additional sources of diversification, encourage them the focus on investments with high earning visibility and supportive valuations. Telling us that daily interbank cash market in Tanzania was doing well and BOT is watching exchange rate movement is not enough! We need measures on how to help business to cope with financial downturn.
