Naivasha, Kenya: The induction workshop for governors and their deputies kicked off on the wrong footing with the elected leaders walking out on the Transitional Authority.

Drama unfolded at the Great Rift Valley Lodge in Naivasha where the meeting was going on as the irate leaders staged a protest.

The incident occured barely an hour after President Mwai Kibaki had left the hotel after opening the high level meeting.

Earlier, a group of governors tried to meet the Head of State to express their worries and their problems facing them.

Later they headed into a closed door meeting with the authority chairman and his CIC colleague over the impasse.

One of the governors was overheard complaining over the manner in which the authority was treating them noting that they should be accorded the respect they deserve.

Confirming the impasse, Machakos County governor Alfred Mutua said that there was no way they could work without funds.

He said that majority of them had been forced to use their personal vehicles and pay their drivers and security officers as there were no funds.

The former government spokesman noted that despite getting assurance from treasury of getting funds, the promise was yet to be fulfilled.

On the issue of the National flag, the governors in unison said that they would ignore the directive from the AG and fly the flag on their vehicles.

"We shall not be cowed by the directive and we wonder why judges and ambassadors have not been arrested for flouting this new law," he said.

Ealier while opening the workshop, Kibaki had warned the governors from bickering over petty issues and instead embark on serving their counties to which they were elected to serve.

Kibaki said the public had high expectation on the newly elected leaders adding that they should begin the journey of transforming their regions without delay.

He called on all Kenyans to render the necessary support to newly elected leaders as one way of creating employment and economic growth.

"You have a limited time to serve the people and you should not let the trappings of power overwhelm you," said Kibaki.

On his part Finance Minister Njeru Githae urged the governors to help reduce poverty on a sustainable basis.

"You should strive to ensure that the resources are equitably shared and I promise you that the treasure will always be there to support you," he said.
He reiterated the need for the officers to work closely with other government officers at the county level show good leadership skills and help foster national unity.

Senate speaker Ekwe Ethuro said that the senate will be ready to pass the necessary legislative laws that would enable counties perform their duties better.

"We are ready to begin the work of drafting the laws required to ensure that you carry out your work without difficulties," he told the governors.

The chair of the Transition Authority Kinuthia Wamwangi on his part said the officers sent to the counties on an interim basis should help the governors start their work easily.

"I call on all of you to cooperate with these officers as you start the journey of working in the counties you were elected in".

Danish ambassador to Kenya Geert Andersen said his government would continue to partner with Kenya in order to achieve the desired results in the devolution process.

The President warned against the emerging power struggles between the central government and the county governments, calling instead for strong linkages.

"Some people got devolution wrongly. Let us quote the Constitution as it is. Remember that our ultimate objective is to serve the people of Kenya and to improve their economic and social welfare," President Kibaki said.

The President was speaking on Tuesday during the official opening of an induction workshop for Governors, Deputy Governors, County Assembly Speakers, Deputy Speakers, County Coordinators and Interim Clerks at Great Rift Valley lodge in Naivasha, Nakuru County.

He stressed that the Constitution clearly lays out the roles to be carried out by the National government, with the National Government Coordination Act of 2013 establishing the structures and modalities for the co-ordination of national government services across the country.
Added the President: "This law has established a new system through which the National Government will coordinate service delivery for the functions assigned to it by the Constitution."

Additionally, the Head of State affirmed that the country's Constitution in Schedule Four lays out the functions of County Governments.

The President said the Government has completed the formalities needed to ensure a smooth transition to the new governance structure and has also enacted the necessary legislation and provided the initial resources required to enable the County governments to begin work.

President Kibaki called upon Governors, County Assembly Speakers and County Assembly Representatives to commit resources and political capital to ensure success of their respective Governments.

He urged Governors and other elected County governments leaders to rise above petty squabbles and to instead serve Kenyans.

He urged the leaders not to lose sight of the need to improve citizens' lives.

Said President Kibaki, "Let not the trappings of power overwhelm you. You only have a limited time to serve the people. My question to you is just one. What will the people remember you for and what mark and impact will you leave in improving the lives of the people you serve?"

The President emphasized that Kenyans across the county were desirous of a system of government that decentralized power and resources from the centre.

Said the Head of State: "The people of Kenya have placed tremendous trust on you to implement the devolved system of Government. The expectations of Kenyans on County Governments are therefore very high."

He noted that in the past few weeks the government facilitated the official launch of County governments as signified by the swearing-in of the members of the County Assemblies, as well as Speakers and Governors and their deputies.

"The Transition Authority is also fully operational and is committed to provide the necessary coordination support during this transition period," the President said.

President Kibaki observed that the necessary legal frameworks have been put in place and it was now the responsibility of the County Governments to establish effective and efficient systems for county-level governance and service delivery.

He stressed that one of the objectives of devolution of government as laid out in the Constitution is to foster national unity by recognizing the country's diversity.

"It is my hope that devolution will lead to a united and prosperous Kenya. We should keep in mind that despite the devolution of political power and resources, Kenya remains a single unitary state," said the President.

President Kibaki reiterated his advice to the Governors, County Assemblies and other institutions in the counties to get down to work urging all Kenyans to render the necessary support.

The new dispensation, President Kibaki said, is also expected to spur increased investment in the micro, small, and medium-sized sector which is the backbone of the economy and the sector with the highest growth potential.

He called upon the County governments to identify and exploit resources that will generate economic growth and create employment for the Kenyan youth.

Speaking during the occasion, Minister for Finance Njeru Githae noted that the two levels of Governments must work very closely to ensure that the aspirations of the devolved government are met as enshrined in the Constitution.

He said the new devolved system government will ensure that resources are equitably distributed to the various counties and further stressed that the National Government is committed in ensuring that the same is realized.

On his part, the Senate Speaker Ekwee Ethuro maintained that the Senate will remain focused on ensuring that the interests of the County Governments are fully articulated.

Other speakers included the UN Resident Coordinator Mr. Modibo Toure, Danish Ambassador to Kenya Mr. Geert Aagaard Anderson, PS Local government Prof Karega Mutahi, Transition Authority chairman Kinuthia Wamwangi and Nakuru County Governor Kinuthia Mbugua.

In attendance were senior government officials led by the Head of public Service and Secretary to Cabinet Mr. Francis Kimemia, PSC chairperson Prof. Margret Kobia, Implementation of the Constitution Commission chairman Mr. Charles Nyacha, the Revenue Allocation Commission chairman Michael Cheserem and elected leaders from the 47 Counties.

Naivasha, Kenya: The simmering turf wars between national and county governments finally imploded in Naivasha after Governors elected to head the devolved units walked out on senior State officials.

Moments after President Kibaki opened an induction workshop for Kenya's first batch of 47 Governors countrywide, the new sheriffs in town walked out of a meeting protesting interference by State officials.

Governors fight to protect their newfound turf spectacle unfolded about an hour after the outgoing President opened the workshop where, among other things, he defended the government-appointed County Commissioners as well as the members of provincial administration his office decided to retain to the displeasure of incoming breed of elected regional administrators.

The Head of State had told the Governors to stop fighting "over petty things", a remark which is also said to have incensed the Governors and were demanding to be told by Kibaki what he exactly meant.

Incensed by the President's statements, the Governors also demanded clarification over the remarks by the Head of State that there was also one unitary government.

The
Governors were also protesting at the failure by State protocol officials to allow them to meet the Head of State in private to discuss "pressing issues."

The Standard later learnt that the Governors were also unhappy that the central government was deliberately delaying the transfer of funds meant for their operations.

"
The issue here is that the Governors and their teams felt it was of no use to take them through a whole week's induction when other structures were not in place. That's why they wanted to meet the President," said a senior government official who asked not to be named.

The Governors who spoke to The Standard said they wanted to meet the President before he officially opened the induction conference but their request was turned down.

Nairobi, Kenya: Prime Minister Raila Odinga returned to the political scene and walked straight into the controversy surrounding the role of County Commissioners and Governors in the dawn of devolved system of government.

Raila broke his silence since Saturday when he last publicly spoke after accepting the Supreme Court verdict on his petition challenging the president elect Uhuru Kenyatta’s win which was upheld by judges.

He fingered at a section of old order forces keen on killing devolution.

And shooting straight in his characteristic mien, Raila said President Kibaki was wrong on his backing for County Commissioners and calls for unitary State.

Said Raila: “Kibaki’s remarks are a testament of the people in government who still want the old order of concentrating resources in the centre. I urge County bosses to resist this plot to take Kenya back to the old order.”

“Article 6(2) of the Constitution talks of two levels of governments-the national and County which are distinct and interdependent and shall conduct their mutual relations on the basis of consultation and cooperation.”

Raila asked governors to occupy offices of PCs and DCs and start executing their duties.

“The governor as an elected leader is the link between the central government and the people.” Raila said.

He made remarks after a consultative meeting with Nairobi County Assembly CORD representatives at a Nairobi Hotel where he was asked to respond to emerging issues on devolution.

He spoke a day after governors complained of attempts to frustrate their work by a section of central government officials while they were attending a an orientation workshop in Naivasha.

The Governors had clashed with central government over budget allocations and walked out of the Transition Authority’s conference.

The Governors accused the central government of lacking goodwill to implement the devolved system of government.

The governors complained of how they were being dictated to on how to spend Sh9.8 billion set aside for counties.

Mr Kabaridi, this is where we totally differ, a situation u conviniently reanalyse to suit the setting, the county govornors are crying foul.., not raila only ..the role of central govt was to collect tax, and finance strategic installations like the super highways that interlink counties or east africa.
The county government is solely responsible for county devt...sharing the national cake, dude i want my backyard to grow too.lol. That is a county govt; the constitution says any Kenyan can own land or property or otherwise develop in any part of this nation without discrimanation on basis of ethnicity, race or colour as long as he/she is a bonafide kenyan...even travelling withing Kenya is safe guarded by the same constitution. Yesterdays remarks by a guy i totally respect was out of line.
By the way county conmissioners are illegal this far.lol. Someone disobeyed court orders, why? U tell me.
And county govts should prevail, ad hate to blame anything and everything on Mt.Kenya mafia but at times they leave us with no choice...this is utter mutilation of the constitution.....nowhere are county govts proscribed as a threat to a unitary state....the constitution is clear on secession if any threat ever suffices the need of a referendum.
Reading all this, lets agree every region needs a piece of the national pie.lol.
