Hahahahahaha!... Kabaridi, The Anti-Agwambo...all you have said there is a bunch of lies. Its simple to talk ill about Raila but the fact remains that its the Constitution being quoted here. We are seeing the Transitional Authority, which is effectively the Junta running Kenya right now, trying to undermine what the Constitution says. Raila is simply adding his voice to what the Governors were saying.

1. Githae and this Transitional Authority have refused to released funds to the new governors.
2. Then ati they have to report to those illegal commisioners that Kibaki appointed.

Tackle these 2 points that the Governors raised and save us from this 'poo poo' about Raila this and Raila that!

Mr Kabaridi this is where we totally differ, a situation u conviniently reanalyse to suit the setting, the county commissioners are crying foul....the role of central govt was to collect tax, and finance strategic installations like the super highways.
The county government is solely responsible for county devt...sharing the national cake, dude i want my backyard to grow too.lol. That is a county govt; the constitution says any Kenyan can own land or property ot otherwise develope in any part of this nation without discrimanation on ethnicity basis as long as he/she is a bonafide kenyan...even travelling withing Kenya is safe guarded by the same constitution. Yesterdays remarks by a guy i totally respect was out of line.
By the way county conmissioners are illegal this far.lol. Someone disobeyed court orders, why?
And county govt should prevail, ad hate to blame anything and everything on Mt.Kenya mafia but at times they leave us with no choice...this is utter mutilation of the constitution.....nowhere are county govt proscribed as a threat to a unitary state....the constitution is clear on secession if threat ever suffices the need of a referendum.
Reading all this, lets agree every region needs a piece of the national pie.lol.

On this one Kibaki has erred ever since the days of appointing those County Commisioners that everybody yelled about. What Kibaki is trying to do is to maintain the colonial outfit of the Provincial Administration under a new outfit. All this other story about a unity government is to raise antennas and have his foot soldiers like Kabaridi, doing the mop up.

Roundi hii ni shiriasss!!...Kibaki will pick a fight that he will have to leave for Uhuru to clean up coz the civil society is already up in arms. They not buying this...whatever Kibaki and the TA is selling.

Exactly, Raila is quite right in this one. Kibaki on the other one is going against the law. The so called county commissioners need to be recalled and be given other duties. As it is, i think they are illegally in office.

Haha...am doing good mate, maybe u. Am just absorbing this shocks by our very learned fella Kabaridi; nothing against him if he serves under warranted instructions to defend even the kawaida non~defensible stuff.lol.

The county comissioners are illegal thus far but they are pushed down on Kenyans like crazy, wonder what Kabaridi finds enthustiastically thrilling in them.lol.

If it were my call which is borowed from the constitution, only justice, security and national defense cant be devolved and amenities such as power n like minded critical stuffs as such....izi zingine ni porojo tu.

I want to see tarmaked roads in my backyard Kabaridi, electrical penetration too which the central govt does selectively with perfection. I want a city plan with budgets on standby, i want my city to rival ua city. A robust county govt will hasten this penetration and growth which is good for the national basket in terms of GDP growth....money talks.....

the whole central government interference with county governments has everything to do with cord being in control of all strategic counties... Mombasa(port,tourism), machakos( konza city), nairobi( international gateway economic hub), kisumu,(international gateway ea strategic economic hub) migori,( international gateway to tz) busia(international gateway to ug) and turkana(oil county)....

cord's controls of all the economic heartbeat of the nation scares them like plague an exclusive coming up soon!.

It is comical how some pull an Agwambo out of their hats and manage to twist the facts and arrive at an anti RAO stance at all costs! The constitution is very clear and even the "infallible" judiciary declared the county commissioners unconstitutional!

For a long time select regions prospered at the expense of others. Given Kenya's tribal conflict, development projects have been concentrated in the tribal homes of those in power and devolution is an attempt to right the wrong. The county commissioners that Kibaki is attempting to force down our throats are his cronies and the overwhelming majority are from Central Kenya. This is unacceptable and is the next battle front!

The central government has no business poking its nose in the county governments' business. The 85% should be reduced to 30 percent and their role should be the national defense, national infrastructure and ensuring uniform, educational, human rights and education standards. Everything else can be done well at the county level! For 50 years the "National government" fleas have sucked the rest of the country dry and it is time to end it!

My question to them is why the panic? This is something Kenyans asked for in good faith and made
sure it was embedded in the Constitution...now they wanna make a U-turn! Somebody needs to

They cannot stop the Governors who were duly elected by the people and have already been sworn
in and are working. I gather today Kidero sucked some 4 people in City Hall over issues with revenue

TheMajimbo constitution was a system which was intended to replace a highly centralized bureaucratic polity which the colonial administration had been. It fundamentally altered the structure of power both at the centre and in localities.

At the national level was the House of Representatives and the Senate instead of a single legislature of the colonial era. Besides a Regional assembly was established at the regional level with a responsibility to make laws either unilaterally or in conjunction with the Central Government over certain matters.

The Majimbo constitution was made with provisions which the colonial masters believed could make it difficult to amend. In this provision the constitution stipulated that any change would require the support of two-thirds of the members of the House of Representatives in addition to four-fifths of the Senate.

Fortunately or unfortunately this was not to be as KANU the party that formed the government had majority members in both Houses. KANU was for a unitary government and as Jomo Kenyatta would later confess that they had to agree on the Majimbo because they did not want a delay in attaining independence. This is one of the major factors that contributed to the collapse of
Majimbo.

Here is another example if you may I thought Amos Kimunya was humbled when he lost the recent elections!Yesterday , he launched the National Transport & Safety Authority (NTSA) and its members are: Joseph Kamau Thuo, Carole Kariuki, Isaac Kamau and Karanja Kibicho. Who will tell Amos Kimunya that one tribe can never be "National"? Why is is he such a rabid tribalist? Why couldn't the nominees reject the appointment for being one tribe?

Transport minister Amos Kimunya on Wednesday dismissed matatu groups as "people thriving on chaos" after a public spat over the composition of the National Transport and Safety Authority (NTSA) board.

The two clashed during the launch of the authority presided over by the minister at the Intercontinental Hotel, Nairobi following the matatu owners' demands that their grievances be heard before the authority could be officially launched.

And after attempts by the board's chairman Joseph Thuo failed to calm down the matatu groups' officials, Transport Permanent secretary Karanja Kibicho ordered everyone who "has grievances with the authority" to walk out. This forced the matatu industry players to storm out.

Mr Kimunya, who watched the whole episode play out before him, termed the matatu groups as "a people used to thriving on chaos".

"I had expected them to resist because for people thriving on chaos, it is hard to accept order. But we will sort them out with the regulations," the minister said.

Prime Minister Raila Odinga on Wednesday warned of an elaborate attempt to kill devolution even as governors from across the country demanded to meet President-elect Uhuru Kenyatta over the matter.

Mr Odinga urged governors and senators to unite in defence of devolution, warning that gains made in the Constitution that ushered in devolved governments could be lost.

The PM warned of attempts to undermine governors to dilute devolution, a system he said was being opposed by some government insiders.

He asked the government to allow governors to take over the offices currently occupied by provincial and county commissioners, saying that it was sad that some civil servants were humiliating governors.

"As a coalition, we stand strongly for the full and undiluted devolution of powers and resources to the counties," said Mr Odinga. "That is why I want to call on all governors and county assembly members, regardless of party, to hold their ground, stand firm and demand to be given the full space and mandate to implement the devolution agenda for their voters"

He also urged senators to immediately initiate demands for full funding for devolved governments.

In Naivasha, where all the 47 heads of county governments were attending a workshop, they demanded an urgent meeting with the President-elect Kenyatta and his deputy, Mr William Ruto, get their commitment on devolved governments.

They have also expressed alarm at the manner in which the Treasury allocated Sh9.8 billion and then dictated how the money that the counties will spend over the next three months will be used.

Speaking on the sidelines of their first meeting, which is going on at the Great Rift Valley Lodge, the governors said they had sent messages to Mr Kenyatta asking for the meeting.

"We would like to know from him what he intends to do to ensure that there is immediate implementation of the procedures of devolution," said Mr Isaac Ruto, the governor for Bomet.

He said the main agenda at the first meeting of the governors was to ensure success of the system that took effect with the election of governors and county assembly representatives on March 4.

"He (Mr Kenyatta) committed himself to implementation, it is very clear in the manifesto and I think it is very important and incumbent on him to assure the governors that we intend to travel this road together," Mr Ruto said.

Mr Kinuthia Wamwangi, who heads the Transition Authority, on Tuesday said that a meeting between Mr Kenyatta and the governors would be convened immediately he is sworn in.

Mr Ruto said statements from President Kibaki on Tuesday, when he officially opened the conference, were "disastrous" and suggested the lack of political goodwill to ensure devolution works.

On Tuesday, the governors were angry at the President's insistence that despite the devolution of political power to the counties, Kenya remains a unitary state.

"There is no unitary government in Kenya. We are simply in one republic called Kenya and the territory of Kenya is divided into 47 counties, and Kenya is a multi-party state and a sovereign state. That sovereignty is exercised at the national and county governments," said Mr Ruto.

Wednesday was the meeting's second working day and the governors embarked on a series of workshops to guide them on how to run the governments they now head.

In another tent nearby, the county speakers, their deputies, county clerks and interim clerks gathered for training on how the county assemblies ought to be run.
