The Democratic Republic of Congo is looking in to join the Uganda – Tanzania oil pipeline according to Tanzania’s Minister for Energy and Minerals, Prof Sospter Muhongo reports Daily News.

The Minister said that he will be meeting with Congo counter parts to discuss how the mineral rich country can get involved in the project. He added that Burundi and South Sudan are also expected to use the pipeline.

“The pipeline would be useful in the course of transporting oil from Lake Tanganyika if the search for oil in the lake is successful,” he said

Uganda has begun construction part of the project where they have provided 40 percent shares of the project to five East African countries with each country holding eight percent shares (150 million US dollars).

On the other hand, Tanzania has warned its residents from invading the land that has been set aside for the construction of railway, ordering those in those areas to relocate.

“Those who will be found to have invaded the areas after August, last year – the start of the pipeline construction deal – will not be compensated,” he said.

Construction of the pipeline is scheduled to start in August, this year and expected to be completed before 2020.

The Democratic Republic of Congo (DRC) government has shown willingness in using the Uganda-Tanzania Oil Pipeline set to be constructed in the country to transport crude oil from Kabale in Uganda to Tanga Port.

The Minister for Energy and Minerals, Prof Sospeter Muhongo, shared this in Dar es Salaam yesterday when opening a one-day meeting of ministerial Permanent Secretaries and Regional Commissioners from regions set to be involved in the course of the construction of the pipeline. Prof Muhongo said he was today expected to meet with the responsible minister from Congo to discuss how they would be involved in the project.

Prof Muhongo added that Burundi and South Sudan are also expected to use the pipeline. He noted that the move by the government of DR Congo and Burundi to use the pipeline would be proper as the two countries would continue using the pipeline once Uganda Oil transport deal comes to an end.

The minister did however sound a strong warning to residents against invading the lands that would be involved in the course of the construction of the pipeline saying,“Those intending to invade should immediately stop as they would lose their money putting up houses and other infrastructure on land that would be used to construct the pipeline.”

He said research satellites would be used to establish those who would have invaded the construction lane land ahead of August, last year. “Those who will be found to have invaded the areas after August, last year – the start of the pipeline construction deal – will not be compensated,” he said.

He asked the RCs from the regions to be involved to provide the construction map of the pipeline in order to help abstain from unnecessary losses that they may incur in future. The pipeline to be constructed would pass through Kagera, Geita, Shinyanga, Dodoma, Manyara to Tanga.

He tasked the RCs to conduct awareness over the construction of the pipeline. In another development, Ugandans have started construction part of the project where they have provided 40 per cent shares of the project to five East African countries with each country holding eight per cent of the shares (150 million US-dollars).

Prof Muhongo said that plans were underway to involve private sectors to hold some shares (the eight per cent share for Tanzania) to supplement the government’s efforts in construction of the pipeline. Construction of the pipeline is scheduled to start in August, this year. It is expected to be completed before 2020.

I foresaw this project after Uganda and Tanzania ratified the deal, we anticipated that South Sudan, Congo D R would join this ambitious, reliable, safe and profitable project. Kudos Professor Muhongo, Kudos President Dr Magufuli!

Uganda and Tanzania have finally signed the much anticipated pipeline deal that will see Uganda's oil exported from Hoima to the International market through Tanga port on the Indian Ocean.

The 1,445 kilometer pipeline is expected to be the World's longest electricity -heated oil pipeline. It is projected to complete by 2020, when first oil is expected out of the ground. Uganda's oil crude is waxy so it has to be heated for it to be transported to the coast.

The signing of the East African Crude Oil Pipeline Inter-Governmental Agreement (EACOP) unlocks some of the obstacles that had delayed Uganda's oil production. It is also expected to see another wave of investment in Uganda's Oil sector.

The agreement was signed by Energy and Mineral Development Minister, Irene Muloni on behalf of Uganda this morning. The Minister of Constitutional Affairs of Tanzania, Professor Palamagamba Kabudi signed on behalf of his country.

The two ministers were in ecstatic mood as they appended signatures to the agreement in presence of Attorney Generals from both countries. The signing ends a year-long protracted negotiation between leaders and technical persons from the two countries on how to implement the pipeline project.

Energy and Mineral Development Minister, Irene Muloni described the signing of the agreement as a land mark history.

The agreement provides for a range of issues like tax waivers, the cost of transporting the oil from Hoima to Tanga, the size of the pipeline and other details to be concluded later. Energy Minister Eng. Irene Muloni says the project is expected to spur development in the two countries with over ten thousand jobs expected during the construction of the pipeline.

She says there is a lot that is going to happen and there is need for nationals from Uganda and Tanzania to take advantage of the upcoming developments.

She said the project's actual cost will be arrived with the completion of the Font End Engineering Designs (FEED) at the end of August. The initial estimate is USD 3.5 billion.

FEED studies are being conducted by the Houston-based Gulf Interstate Engineering firm which won the deal this January. It is expected to come out with the technical requirements of the project.

Speaking on behalf of the Joint Venture Partners, Adewale Fayemi, the manager for Uganda at Total, said the project has the potential to open a new era in East Africa region.

He said the pipeline that is to be constructed will last twenty five to fifty years. He said with more discoveries expected, the pipeline could be of more value than currently estimated.

The pipeline financing expected to be under taken by players in the private sector with the two governments providing conducive policies and environment. Joint venture partners especially Total E&P is expected to fund the pipeline.

Professor Palamagamba Kabudi speaking after signing on behalf of Tanzania said his government is committed to expedite its implementation in order to open the region for further opportunities for trade and in turn fast-track socioeconomic development.

Under the agreement, Uganda and Tanzania have agree to transport crude oil from Uganda to Tanga at an estimated tariff of USD 12.2 per barrel. The tariff according to Professor Palamagamba was premised on the fiscal incentives package offered by the government of Tanzania to Uganda.

About 216,000 barrels of crude oil are expected to be pumped through the pipeline per day.
Commencement of the construction of the pipeline is expected in 2019 depending on whether the Joint Venture partners make a final investment decision for the pipeline.

The 24 Inch pipeline will be laid underground with substation expect along the way up to Tanga. The parliaments of the two governments are expected ratify the agreement to make it binding and enforceable.

President Museveni and his Tanzanian counterpart, Dr. John Pombe Magufuli are expected to lay foundation stones in Hoima and Tanga in August this year as both countries pledge to work on a fast track mode to have oil out of the ground by 2020.

Uganda's oil is estimated at an overall crude reserve of about 6.5 billion barrels with recoverable reserves at between 1.4 billion and 1.7 billion barrels.
