Chinese delay FID on Lake Albert oil projects

Hoima, Uganda | THE INDEPENDENT | Totalenergies Uganda Deputy Gereral Manager, Mariam Nampeera Mbowa .says its Joint Venture partner CNOOC is holding the announcement of the Final Investment Decision on the Lake Albert Oil Development project.

“I can confirm that the board of Total took FID on the Ugandan project in December. The Ugandan project has three partners, UNOC, Totalenergies and CNOOC. We need to have the FIDs of all the partners.. we are still waiting on our joint partner CNOOC to get approval through their board,” she said.

While Totalenergies has since April this year showed signals that it will fund the over four-billion-dollar project, the Joint Venture partners have not publicly announced the FID.

Mbowa says while Totalenergies and Uganda National Oil Company(UNOC) are waiting for the Chinese partner, works on the Tilenga’ project’s Industrial park have been running since April as per Total’s 43-month roadmap to Uganda’s first oil 2025.

The FID may further unlock several activities needed to kick start the oil and gas sector that many say has been slow in delivering the much needed resources.

The industrial park located in Bulisa District will among others host the Central Processing Facility and other infrastructure needed to get oil out of the ground.

Her disclosure follows concerns by Parliament’s Budget, Natural Resources Committees that Totalenergies EP Uganda and Uganda National Oil Company seem to be moving forward with works at the industrial before an FID is announced.

The Tilenga project is expected to produce over 20000 barrels of crude oil payday for over 25 years. Each barrel of crude oil is equivalent to 1600 liters of refined oil like petrol, aviation fuel, diesel among others.

Butamabala Woman MP, Aisha Kabanda is among the parliamentarians that have voiced concern about the delayed FID decision by the Joint Venture Partners.

While there will not be a document to be signed as a Final Investment Decision(FID), MPs like Kabanda and others want the Joint Venture Partners to state their position as Parliament moves to consider some of the pending laws on the oil and gas sector.

Similar concerns were raised by Parliament’s budget Committee Cahir, Patrick Isiagi whose committee is about to consider the allocation of funds to cater for Uganda National Oil Company’s shareholding in the East African Crude Oil Pipeline(EACOP)and Tilenga Project.

Aisha Kabanda is one of the Members of Parliament that have been touring the oil and gas-related developments in the Albertine.

Totalenergies E.P Uganda with close to seventy percent shareholding is working with CNOOC which holds 28.33% and Uganda National Oil Company with 15% towards the development of the Lake Albert Oil resources.

The Lake Albert project comprises of the Tilenga project operated by Totalenergies E.P Uganda, Kingfisher operated by CNOOC Uganda.

It is part of the about 3.5-billion-dollar East African Crude Oil Pipeline EACOP where Totalenergies holds 62% shares, UNOC 15%, Tanzania Petroleum Development Corporation with 15% shares and CNOOC with 8% shareholding.

While the project seems to be moving with the clearing and establishment of the site for the Industrial park in Bulisa District…. is asking Parliaments to fast-track the consideration of the East Africa Crude Oil Bill and related laws.

State Minister For Mineral’s Dr. Peter Lokeris had by the time of publishing this report indicated that the EACOP Bill and the amendments to the Public Finance Management Act had been published in the government gazette.

URN has however has however seen a 30th September notice by the Prime Minister, Robinah Nabanja notifying the Speaker of Parliament about government business for the coming week from 5th-7th October.

Nabanja, also the leader of government Business in Parliament lists the first reading of the East African Crude Oil Bill 2021 Bill. Nabanja also government plans to introduce the income tax (amendment)Bill 2021 and the public Finance amendment Bill 2021.

Uganda and Tanzania have to make laws to provide for different aspect of the East African Crude Oil Pipeline as par the final agreements signed in Uganda in April this year.

The agreements which include the Host Government agreements, the shareholding agreements and the tariff and transportation agreements have to be domesticated in the two countries.

A staircase is built to connect the road and bridge base with the footbridge on top and this is expected to be linkage. Passengers planning to use the modern buses will be expected to wait in the road reserves before using the footbridges to access the buses. In both sides of the road, passengers are expected to coordinate to avoid accidents in the narrow staircases. During peak hours passengers will be monitored by specific personnel employed to do the special roles.
The face of the major highway has greatly changed, with new color road markings and paintings. The groundbreaking ceremony to usher in the buses in the roads is expected to be anytime soon. The lanes are not only beautiful but attractive.

Uganda’s oil plans are starting to come together, with contracts nearing on the current project and with more to come.

East African Crude Oil Pipeline (EACOP) general manager Martin Tiffen said the “main suite of agreements” were in place, but that the full agreements would come once the legal and commercial framework had been completed.

“We’ve identified four key contractors who are working under conditional award,” Tiffen said during the Uganda International Oil and Gas Summit (UIOGS) this week. “That’s allowing us to work on things like detailed engineering.”

EACOP has “a number of mills and steel suppliers around the world lined up and ready to meet our specification and delivery schedule.

They’re ready for the last and final bids,” Tiffen continued. “Today, the line pipe has not been physically ordered,” he said, responding to rumours that it had been contracted.

The plan for the pipeline entails 18 metre lengths of line pipe, he said.

Tiffen also said the company had begun land acquisition in Tanzania. The focus has been on priority areas, he said, such as construction yards, the main camp, piping yards and the thermal insulation plant.

“Towards the end of the year, working with local contractors, we hope to start civil engineering and land clearance,” he said.

Local links​

EACOP held a local content workshop in Dar es Salaam last week, with around 500 business people. “We explained the nature of opportunities and our standards required, the processes around EACOP – the opportunities ahead of us,” Tiffen said. The pipeline company will hold a similar workshop in Uganda in “the coming months”, he said.

Uganda National Oil Co. (UNOC) executive JB Habumugisha also noted the importance of local involvement. New projects are coming up, he said, including a 210 products pipeline from the Hoima refinery to the Kampala Storage Terminal.

The terminal will be the “main recipient” of products from the refinery, he said. Initially, it will hold 130 million litres of products, but with scope to grow.

UNOC is working on selecting an investment partner, with the company aiming to keep a 51% stake. “In 2022, we should be in the process of selecting construction partners and financing. We’ll be closing key decisions around the project,” he told UIOGS attendees.

The Ugandan company has worked to increase local capacity, Habumugisha said. It has seconded workers to EACOP and TotalEnergies, to learn about the mid- and upstream respectively.

Land owners in EACOP project to be compensated in December
THE government will by end of this year begin to pay compensation to owners of land and structures that have been taken to pave way for construction of the East African Crude Oil Pipeline (EACOP).

The project for the oil pipeline from Hoima bay, Uganda to the Chongoleani port in Tanga will open up employment opportunities for the period of three years for 15,000 Tanzanians. Construction of the 1,445-kilometer oil pipeline is scheduled to start in near future, with operations expected to start in 2025.

Energy Deputy Minister, Stephen Byabato disclosed this here yesterday when addressing regional commissioners, regional administrative secretaries, district commissioners and other ministry officials at a capacity building meeting.

He said: “President Samia Suluhu Hassan has every time been telling you to make sure they educate the residents on the project and how they can reap benefits from it.

“It is my hope that stakeholders and other people from private institutions and the people will be mobilised to make sure you utilise well various opportunities from the project.”

The pipeline will pass through eight regions of Tanzania Mainland, 24 districts, 257 villages and 134 wards and will be 1,443 km long.

Dunstan Kitandula, the chairman of the parliamentary energy and minerals committee, speaking at the meeting, thanked the government and pledged to continue working together with relative authorities to ensure the project is completed for the nation’s benefit.

For her part, the chairman of the parliamentary Public Accounts Committee (PAC), Naghenjwa Kaboyoka said the aim is to make sure the oil pipeline reaches Tanzania as per the government’s intention.

“Government officials in areas the pipeline will pass should supervise the project in their areas, as we say since the money is taxpayers’ money, then we have to supervise that money,” she added.

Tanga Regional Commissioner Adam Malima said currently Tanzania has three main projects, including the Standard Gauge Railway (SGR), the Julius Nyerere Hydro Power Project (JNHPP) and the EACOP.

“Tanga is home to three big projects, including expansion to the Port of Tanga, which upon completion will compete with the Mombasa Port; the railway line and EACOP, said Malima.

For his part, the Director of Tanzania Petroleum Development Corporation (TPDC) James Mataragio said the corporation will make sure all stages in the EACOP project are completed aimed at benefitting the nation.

About 80 percent of the construction of the pipeline will be conducted in Tanzania passing through Kagera, Geita, Shinyanga, Tabora, Dodoma, Manyara and Tanga regions.

The pipeline is expected to transport about 200,000 barrels of oil per day providing the nation millions of funds annually.

Apart from transporting the oil from Uganda, the pipeline will be transporting oil from other countries of DR Congo and South Sudan which have shown interest to transport the oil through Tanga Port.

Other benefits that Tanzania will obtain from the project are 15,000 employment opportunities during the construction and 2,000 others after the completion of the project.

 



Uganda’s First Oil Will Be Out of Ground in 2025 – Museveni

President Yoweri Museveni has said that Uganda’s first oil will be pumped out of the ground by 2025.

Museveni made the pronouncement while presiding over the Independence Day celebrations at Kololo Independence Grounds on Saturday.

“First oil to be pumped out of the ground will be achieved by 2025 because all agreements have been signed,” he said.
On April 11, 2021, the East African Crude Oil Pipeline (EACOP) deal was signed by the stakeholders that include; Uganda, Tanzania, Total E&P and CNOOC, paving way for the development phase for commercial production of oil.

The signing of the multi-billion dollar deal took place at the launch of the Tilenga Development Project at State House Entebbe.

The signing would pave way for the construction of EACOP at a cost 3.5 billion dollars.
Total E&P Uganda Limited is the majority shareholder in the deal with 72% followed by Uganda with 15%, CNOOC comes third with 8% while the Tanzanian Government holds 5% (Tanzania's stake is 15%).

The 1,445km heated EACOP which is the longest in the world will begin from Hoima District in Uganda up to the port of Tanga in Tanzania.

The deal will see over 3 billion barrels of oil flowing out of the ground.

The East African Crude Oil Pipeline is a crude oil export infrastructure which will transport Uganda’s crude oil from Kabaale, Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania for export to the international market.

Museveni said the development as an achievement and highlighted some other benefits including rapid growth of the economy, but decried the corrupt officials whom he described as parasites.

He said that by the end of June 2021, Uganda’s Gross Domestic Product (GDP) was 41 billion dollars, and 117 billion dollars by Purchasing Power Parity (PPP).

“Uganda could have achieved more if it was not for corruption,” he said.

“We could have achieved more if it was not because of parasites who want to harvest what they did not sow,” he said.




 



EACOP project critics should keep quiet

UGANDA and Tanzania are now undertaking a major historic project involving the construction of what is known as the East African Crude Oil Pipeline (EACOP).

The 1,443 km pipeline will transport crude oil from Uganda to Chongoleani in Tanga, Tanzania. Economic experts have said the construction of the pipeline will lead to a substantial rise in Foreign Direct Investment (FDI) for both countries.

Over 3.5 Billion USD investment capital associated with the construction and operation of the Pipeline will be directly injected into the economies of Uganda and Tanzania, increasing their FDI by over 60 per cent during the construction phase.

The project will be constructed and operated through a pipeline company with shareholding from the Uganda National Oil Company (UNOC), the Tanzania Petroleum Development Corporation (TPDC), and the two oil companies, TOTAL ENERGIES and CNOOC.

Economic experts further state that the oil pipeline will unlock East Africa’s oil potential by attracting investors and companies to explore the potential in the region. As the two East African nations - Uganda and Tanzania- day in day out pull their resources in their quest to ensure the mega oil project succeeds a few individuals have started making negative comments or claims against the project.

Very unfortunately these voices appear to be coordinated by certain individuals or activists from within East Africa in the name of human rights and climate change/environment.

What we would like to tell these anti EACOP activists is that after the project was conceived Tanzania and Uganda took all the necessary steps, including carrying out a survey for the route of the pipeline and an Environmental Impact Assessment( EIA).

Mwalimu Julius Nyerere, in one of the meetings involving top leaders, was quoted as saying that for any country to advance it has to use its own resources to the maximum.

Uganda, now has discovered vast oil reserves, a potential resource to catapult its development just like the way Tanzania exploits its mineral resource for the benefits of all Tanzanians.

In short, there are a number of oil/ gas projects taking place in the world but we don’t hear criticism from activists, except these voices from some few individuals/activists that target EACOP project.

East Africans should come together to fight for the development of their region instead of some accepting to dance to the tunes of foreign powers. It’s high time we stood united as East Africans or else we will fall. But, we are proud that our leaders in Uganda and Tanzania are determined to ensure EACOP project succeeds.

Dar es Salaam. Twiga Cement’s parent company is set to extend its market in Tanzania and beyond if regulatory authorities would approve the planned acquisition of Tanga Cement.

Scancem International DA (Scancem), a subsidiary of Heidelberg Cement AG, which owns Twiga Cement said in a joint statement with AfriSam Mauritius Investment Holdings Limited, the owner of Tanga Cement, that they have finalised the terms upon which the former would acquire 68.33 percent of the shareholding of Tanga Cement.

The Sh137.33-billion takeover is now waiting for regulatory approvals including by the Tanzania Fair Competition Commission (FCC) and the Tanzania Mining Commission (TMC).

“The acquisition price is subject to adjustments related to debt, working capital, other expenses and other potential adjustments post the closing of the acquisition,” the companies stated.

The buyout also will need to get the approval by shareholders of Tanga Cement for the acquisition being obtained, by way of special resolution passed at a duly convened extraordinary shareholders’ meeting as required in terms of Regulation 9 (5) of the Capital Markets and Securities (substantial acquisitions, takeovers and mergers) Regulations, 2006.

Other conditions include, The Tanzania Revenue Authority (TRA) issuing a tax clearance certificate in relation to acquisition and approval by the Financial Surveillance Department of the South African Reserve Bank.

If all conditions are fulfilled, according to the advert, the acquisition will become unconditional and be implemented, in the second quarter of 2022.

If that occurs and as required in terms of General Principle 2 of the regulations, Scancem will, after the final acquisition price has been determined, make a general offer to acquire the remaining shares in Tanga Cement (General offer), which is required to be approved by the Capital Markets and Securities Authority (CMSA) of Tanzania.

In order to ensure that all shareholders of Tanga Cement receive an amount equal to the price per share paid by the Scancem to AfriSam pursuant to the acquisition as required by the regulations, the general offer will only be made after the final price payable by Scancem to AfriSam has been determined.

Going by the advert, the parties were engaging with the regulatory authorities including CMSA, the Dar es Salaam Stock Exchange (DSE), the FCC and the TMC regarding the acquisition.

“Tanga cement shareholders are cautioned that there can be no certainty that all conditions will be fulfilled or waived timeously, and the acquisition implemented and thus no certainty that the general offer will be made,” the statement said.

“Shareholders are advised to exercise caution when dealing in their Tanga Cement shares until a further announcement regarding the completion of the acquisition is made,” it added.

The chairman of the Tanga Cement’s board of directors, Mr Lawrence Masha, confirmed to The Citizen about the ongoing move, but was not in a position to comment.

A senior private sector specialist at the World Bank, Mr Gilead Teri, posted on Twitter that the “mega move” is poised to make Twiga Cement the country’s largest cement producer by output and capacity.
